Jones Chairman House Committee on the Budget Washington, D.C. 20515 Dear Mr. Chairman: In compliance with Section 301 of the Congressional Budget Act of 1974, I am transmitting to you the report of the Committee on Agriculture with respect to the Fiscal Year 1985 budget for agencies and programs under its jurisdiction. The Committee budget process involved two days of hearings and markup by an Ad Hoc Subcommittee of 14 Members and one day of final action by the full Committee. The Committee in its deliberations was particularly mindful of the need to reduce the burdensome growth in the Federal deficit. To this end, the Committee is recommending spending levels for programs under its jurisdiction that are consistent with a policy of budgetary restraint. The Committee feels that its recommendations are a fair and balanced representation of the needs of the agricultural community, the needy and other beneficiaries of programs under its jurisdiction. In general, the Committee's recommendations relate only to budget authority and not to outlays, except with regard to outlays for the Commodity Credit Corporation. The Committee assumes that outlay estimates relating to programs and agencies for which the Committee offers only its views with regard to budget authority will be computed on the basis of historical spendout. |
