of your Excellency's Letter, acquainting me with the Choice made by the Emperor of his Excellency General Clarke, his Principal Private Secretary, for the Purpose of negotiating and concluding the Treaty which is to put an End to the prefent War.

I request that your Excellency will be perfuaded of the Earneftnefs with which I fhall enter into Arrangements on this Subject with General Clarke, as foon as his Excellency shall inform me of his Wishes in this Refpect.

commiffion, et mandement fpécial, pour en notre nom, et avec tel Miniftre de Sa Majesté Britannique dûment autorifé à cet effet convenir, arrêter, conclure, et figner, `tels traités, articles, conventions, declarations, et autres actes qu' il avifera bien etre; promettons d'avoir pour agréable et tenir ferme et ftable, accomplir et executer ponctuellement tout ce que le dit Plenipotentiaire aura promis et figné en vertu des préfens Pleins-Pouvoir comme auffi d'en faire expédier les lettres de ratification en bonne forme, et de les faire délivrer pour être echangées dans le tems dont il fera convenu.

En foi de quoi nous avons donneé les préfentes signeés de Notre main, contrefignées et munies de Notre Sceau Impérial.

NAPOLEON, by the Grace of God, and by the Conftitution, Emperor of the French, King of Italy, repofing entire Confidence in the Fidelity to our Perfon, and Zeal for our Service,

of the General of Divifion Clarke, our Privy, Counsellor of the Cabinet, and Great Officer of the Legion of Honour, we have given to him, and do give to him by these Presents, full and abfolute Power, Commiffion, and fpecial Orders to agree upon, decide, conclude, and fign, in our Name, and with the Minifter of His Britannick Majefty, duly authorized thereunto, fuch Treaties, Articles, Conventions, Declarations, and other Acts, as he shall judge to be expedient; promifing to agree to, to maintain, to accomplish, and punctually to execute, all that the faid Plenipotentiary fhall have promised and figned, by virtue of the prefent full Powers, as alfo to have the Letters of Ratifica tion prepared in due Form, and to deliver them, in order that they may be exchanged within the Time agreed upon.

In Witness whereof, we have given these Presents, figned with our Hand, counterfigned, and fealed with our Imperial Seal.

L'ETAT où fe trouvent actuellement les deux Puiffances Belligerantes, par la fuite des événemens de la guerre laiffant peu de points de contact immédiat entre Elles, ou fur lefquels Elles ne puiffent felon toute apparance parvenir maintenant à s'entendre, Sa Majefté Britannique, animée non moins que l'Empereur des Français du defir de mettre un terme aux calamités de la guerre a autorifé le Souffigné (muni des PleinsPouvoirs de Sa Majesté) a discuter les bases, et à donner un plein effet à ce defir reciproque.

Les acquifitions immenfes faites par la France depuis le commencement des hoftilités, et l'influence directe et immédiate qu'Elle a obtenue ayant totalement changé le fyftême politique de l'Europe, Sa Majefte Britannique fe voit forcée à chercher dans les conquetes qu'Elle a faites, et dans la poffeffion de Malte, un contrepoids jufte et raifonnable. Sa Majesté traiteroit en confequence généralement fur la bafe de uti poffidetis.

Il est entendu en même tems que les poffeffions Allemandes de Sa Majefté Britannique, dont Elle s'eft vue privée par des motifs étrangers à la guerreentre les deux Puiffances, Lui foyent rendues en entier.

Entendu de même que la Paix affurera l'intégrité des territoires et poffeffions de la Sublime Porte, de Sa Majefté très fidèle, de Sa Majefté le Roi de Suède, et l'Etat actuel de la Suiffe.

HE Situation in which the two belligerent Powers are now placed by the Course of the Events of the War, leaving few Points of immediate Contact between them, or on which they may not, according to all Appearance, come now to an Understanding, His Britannick Majefty, animated no less than the Emperor of the French, with a Defire to put an End to the Calamities of War, has authorized the Underfigned (furnished with the full Powers of His Majefty) to discuss the Bafis, and to give full Effect to this reciprocal Defire.

The immenfe Acquifitions made by France fince the Commencement of Hoftilities, and the direct and immediate Influence which fhe has obtained, having entirely changed the political Syftem of Europe, His Britannick Majefty finds himself obliged to feek in the Conquests he has made, and in the Poffeffion of Malta, a juft and reasonable Counterpoife. His Majefty would confequently treat generally on the Basis of the uti poffidetis.
