Great Britain and this Kingdom; and we do, there- 1824 fore, heartily promise and declare, and it is hereby agreed and declared;

I. That for the future, and for ever, the British Agent and Consul-General, residing in the City and Kingdom of Algiers, shall be treated at all times with the respect and civility due to his character.

II. That his person and house, or houses, should be inviolable, and if any person injure or insult him, by word or deed, such person shall be severely punished.

III. That he shall have liberty to choose his own interpreters and servants, either Musselmen or others, who are not to pay any tax of contribution whatever.

IV. That he shall have the liberty at all times of hoisting His Majesty's flag, at the top of his house, either in town or country, and in his boat when he passes on the water.

V. That he shall not pay duty for furniture, clothes, baggage, or any other necessaries, which he imports into the City or Territories of Algiers for the use of himself or of his family, and that, if the nature of His Britannic Majesty's Service, or any other motive, require his absence from this Kingdom, neither himself, his servants, baggage, nor effects, shall be stopped or detained, upon any pretence whatsoever, but that he shall have free leave to go and to return as often as he may think it necessary; and finally, that all honours or privileges that are now or may hereafter be granted to the Agent, Consul, or Vice-Consul, of any other Power, shall likewise be granted to His Britannic Majesty's Agent and Consul-General, and to his Vice-Consul.

Confirmed and sealed in the Warlike City and Kingdom of Algiers, in the presence of Almighty God, the 26th day of July, in the year of Jesus Christ 1824, and in the year of the Hegira 1239, and the 29th day of the Moon, Del Cada.

1824 By His Most Serene Highness The Dey of Algiers. Whereas a Declaration was made and concluded on the 28th day of August, 1816, by our Predecessor, His Most Serene Highness Omar Bashaw, with the Right Honourable Baron Exmouth, by which his Highness engaged, that in the event of any future wars with any European Power, not any of the prisoners should be consigned to slavery, but treated with all humanity as prisoners of war, until regularly exchanged, according to European practice; and by which Declaration the practice of condemning Christian prisoners of war to slavery was formally and for ever renounced; We do hereby distinctly declare, that we are willing to abide in the strictest manner by that Declaration, according to the spirit and literal meaning of the same.

Whereas it has been represented to us that the British schooner called the Dandy, when lying in the mole of Algiers, on the 10th of January last, was entered by certain of our subjects, who grievously ill treated the master of the said schooner: we do hereby formally assure His Majesty the King of Great Britain and Ireland, that we will in future adopt effectual measures to prevent the repetition of such an outrage.

Décret du Roi des Pays-Bas relativement aux droits payables sur les articles importés par des bátimens anglais. En date du 11. Août 1824 *). Besluit houdende, in afwachting van de sluiting van een handels-traktaat, voorloopige beschikkingen ten aanzien van de inkomende regten der goederen, aangebragt met schepen onder engelsche vlag.

Wij Willem, bij de Gratie Gods, Koning der Nederlanden, Prins van Oranje-Nassau, Groot-Hertog van Luxemburg, enz., enz., enz.

Op de voordragt van Onze Ministers van Buitenlandsche Zaken en voor de Nationale Nijverheid en de Kolonien, en van Onzen Staatsraad, Administrateur der Directe Belastingen, In- en Uitgaande Regten en Accijnsen, nopens het te geven gevolg aan de, te Londen, bij de geopende onderhandelingen tot het aangaan van een, op wederzijdsche belangen gegrond handelstraktaat, getroffene voorloopige overeenkomsten, in afwachting van de sluiting van gezegd traktaat:

Hebben besloten en besluiten:

Art. I. Alle goederen, welke, na den 14den dezer loopende maand, uit het vereenigde koningrijk van Groot-Britannie zullen worden ingebragt met schepen onder engelsche vlag, zullen voorloopig, ten aanzien van de inkomende regten, worden beschouwd en behandeld, even als of de invoer ware geschied met Nederlandsche schepen.

Deze voorloopige beschikking zal eerst dan als eene definitive bepaling worden beschouwd, wanneer het voorgenomen handels-traktaat zal zijn gesloten.

II. Deze gelijkstelling strekt zich niet uit tot zoodanige goederen, waarvan de invoer onder eigene vlag, bij de algemeene wet of bij het tarief van regten op in-, uit- en doorvoer, speciaal is begunstigd.

Onze Ministers, en Onze Staatsraad, Administrateur voornoemd, zijn belast met de uitvoering van het tegenwoordig besluit, waarvan mede afschriften zullen worden gezonden aan Onzen Minister van Financien, alsmede aan de Algemeene Rekenkamer, en hetwelk in het Staatsblad zal worden geplaatst.

Traité signé au Bardo à Tunis le 15 Novembre 1824, à Paris le 31. Juillet 1825, pour le renouvellement des capitulations et articles de paix et confirmation d'icelles, arrêté et accordé au nom de S. M. le très-excellent, trèspuissant et très-invincible Prince Charles X, par la grace de Dieu Empereur de France et Roi de Navarre, par nous Hyacinthe Constantin Guys, Consul-général et chargé d'affaires de l'Empereur et son Commissaire spécial, muni de ses pleins pouvoirs à cet effet, au très-illustre et très-excellent Prince Sidi Hussein, Pacha, Bey, et au Divan du Royaume de Tunis *).

Art. 1. Les Capitulations faites et accordées entre l'empereur de France et le Grand - Seigneur ou leurs *) Ce Traité fut signé le 21. Mai 1824, à Tunis, ainsi que l'article supplémentaire qui le suit. Quelques erreurs à rectifier, ayant fait différer les ratifications, une date nouvelle, celle du 15. Novembre 1824 fut donnée au Traité qui ne fut ratifié à Paris, que le 31. Juillet 1825. L'article supplémentaire et separé du Traité a conservé la date du 24. Mai 1824.

prédécesseurs, ou celles qui seront accordées de nou- 1824 veau par l'ambassadeur de France, près la SublimePorte, pour la paix et l'union des-dits Etats, seront exactement gardées et observées sans que de part et d'autre il y soit contrevenu directement ou indirectement. 2. Tous les traités antérieurs et supplémens sont renouvelés et confirmés par le présent, sauf les changemens et additions mentionnés dans les articles cijoints.

3. Les Français établis dans le Royaume de Tunis, continueront à jouir des mêmes privilèges et exemptions qui leur ont été accordés, et à être traités comme appartenant à la nation la plus favorisée, et il ne sera accordé suivant les mêmes capitulations et traités, aucun privilège ni aucun avantage à d'autres nations qui ne soient également communs à la nation française, quand bien même ils n'auraient pas été spécifiés dans lesdites Capitulations ou Traités.

4. Les marchandises qui viendront de France ou d'autres pays, sous quelque pavillon que ce soit, quand bien même ce serait de pays ennemis de la Régence, pourvu qu'elles soient à la consignation d'un négociant ou de tout autre Français, ne paieront que trois pour cent de douane sans autre contribution quelconque, laquelle douane sera acquittée suivant l'usage ordinaire, jusqu'à l'établissement du nouveau tarif. Et si des marchandises appartenant à quelqu'un d'une autre nation étaient envoyées à un Français, la douane serait payée suivant l'usage de la nation à laquelle cet individu appartiendrait.

5. Il ne sera perçu sur l'introduction faite par les Français du riz, des grains de toute sorte de légumes secs, que le seul droit d'une piastre et quart par Caffis, payable au chef de la Rahaba sans aucune douane.

6. Il a été accordé à la demande du chargé d'affaires de Sa Majesté l'Empereur de France, par les articles préliminaires, qu'il serait formé un tarif d'éva luation des marchandises pour le paiement de la douane. Aussitôt que ce tarif aura été définitivement statué et adopté réciproquement par les Parties intéressées, il sera joint au présent traité.

7. Suivant les anciens traités toutes les marchandises que les négocians français apporteront et qu'ils
