A PROCLAMATION.

WHEREAs an Inter-American Radio Communications Convention between the United States of America, Brazil, Canada, Colombia, Cuba, Chile, the Dominican Republic, Guatemala, Haiti, Mexico, Nicaragua, Panama, Peru, Uruguay and Venezuela was concluded and signed by their respective plenipotentiaries at Habana on the thirteenth day of December, one thousand nine hundred and thirtyseven, which Convention in the Spanish, English, Portuguese and French languages is word for word as follows:
