PREFACE.

In the preparation of this book on International Law, an effort has been made to provide a brief, concise and complete treatise on the subject for the use of officers and midshipmen, and should be particularly useful to officers for handy reference or quick review.

Part I deals with the International Law of Peace and Part II with the International Law of War. Part II is based on the present "Instructions for the Navy of the United States Governing Maritime Warfare." The lessons and changes due to the World War have been emphasized and every effort has been made to bring the subject up to date.

The keen interest and intelligent assistance of H. Winchester Sadler, C. S. E., United States Naval Academy, Annapolis, Maryland, aided greatly in the prompt production of this publication.
