ings or attempted bombings targeted at the APEDE, the home of one of its members, or their business establishments: four in the last several weeks. These bombs are low intensity, comprised of an approximate 8 by 10 box, painted black, containing 2 tin cans welded together. The tin cans are filled with black powder and an electrical detonator connected to a battery pack and a small clock. At least three have exploded at the Chase Bank, the APEDE office, and the home of one of the deported men, Corles. Several others have been planted without exploding, including one at the First National Bank and one at the "Dante" business establishment owned by Mr. Eisenmann, Jr., who was also deported. On the week of March 30, Colonel Garcia ordered a search of the Vice President of Panama's apartment for evidence of explosive devices in connection with these bombings. During the months of February and March, the APEDE has been sending one- and two-men delegations to other Latin American countries appealing to them to boycott the President's meeting that was to be held in June of 1976. They were partically responsible for this boycott. Other reasons for not attending was the lack of security of Panama, the fact that Castro would be in attendance, and the fact that Torrijos was not authorized to invite Castro by these other Presidents. It was boycotted and it was canceled. I think last week there was an article in the paper in Panama, news media. The Latin American Chamber of Commerce meeting was held in Panama April 3, 1976, because the Panama representatives to this meeting were threatened by the government that if they left the country, they would not be allowed to return. The meeting had originally been scheduled outside the country. An interrelated incident that has the potential of even further turbulence in Panama evolves around the death of Betsy Marline Mendizabal, a 19-year-old student, and the disappearance of her boyfriend, Jorge Enrique Falconett. In essence, what happened was they went to the interior and the girl, on the 30th of January-the girl was found floating in a river in Veraquas Province, fully clothed, with her hair tied to a root. I say a root. The translation is a root, but it may be a stump. I had it translated and that is what I got out of it. But essentially the family-and I have an open letter to Torrijos from the family here, both families by the way, either side, asking for an investigation, because the family feels that it was a coverup, because of the circumstances involved. And what happened was the doctor involved here--I believe his name was . . ., refused to have an autopsy. The body was buried in the town the girl died. The family wants it exhumed, an autopsy made. They want to find out what took place. The boy's body has never been found, or the boy has never been found. And if you look at the date here, you can see where this is an extensive period of time. Mrs. SULLIVAN. Yes. Mr. DRUMMOND. Not only when first noticed was 2 or 3 days later, but to my knowledge they are still trying to get this investigation going. In any case, the students, university students, planning demonstration over this incident, the lack of instructors and equipment at the university which is a perennial type thing in Panama. And the deportation of the Secretary General of the Camilo Torres group during the-who was deported during the APEDE strike or riots. Now, this Camilo Torres, students who were one of the major groups in the university, politically it is considered Socialist, but it is not Communist. Now, how you differentiate that I do not know. But that is what the people of Panama, they kind of fudge when they come to this thing. These demonstrations are scheduled to take place on Monday, April 5, 1976, or soon thereafter. I left on Monday and I passed by the university and I saw a number of the students outside, but I do not know whether or not it generated into a large-scale strike or there was an accommodation made or what. I have no information from the Canal Zone since I left. To further add to this turbulence, in February 1976 all the nonCommunist political parties in Panama have formally signed an agreement to form a coalition to work together to reestablish the system of democracy in Panama. These parties consist of the Liberal Party, Arnulfista (Partido Panamenista), Remon (Coalicion Patriotica Nacional) and five smaller parties. A new political party which is going to be formed in April or May of this year. By signing this agreement, they have alined themselves against the Torrijos Government and any future treaty sanctioned by that Government. Instabiilty in Panama is always a threat to the efficient operation of the Canal. I think this one particular point is important to bring out, Madam Chairwoman, in this respect, all these parties have been banned from Panama. But you do not ban an idea or a thought from people. And they have influence in all levels of government, just as well as the Communist organization does. When they say they are going to try to work for regaining democracy in Panama, it does have some substance, and this-my information was a formal signing by these other groups so that they are banning together as a coalition, and it will or has the potential to restabilize Panama. Whenever you destabilize Panama, you have potential of having problems within the Canal Zone, which is what I am bringing out here. I want to make this point clear not so much for what is taking place in Panama, but specifically because it is taking place in Panama, it will have the potential of having problems within the Canal Zone. At this time, Madam Chairwoman. I would like to enter into the record several documents that help substantiate the above statements. I regret that I have been unable to get these documents translated into English, but I feel that they are of some importance. Marlene Mendizábal, 6o. año bachillerato del Instituto Nacional, crimen al cual el Representante Roberto Pinzón y sus familiares entre los cuales hay funcionarios influyentes, quisieron hacerlo aparecer como un accidente en que los dos jóvenes se habían ahogado en el Río Negre. Hay evidencias de sobra que prueban que Roberto Pinzón hijo, Jacinto (Noñín) McDonald y Raú! Gon.dez, son los verdaderos culpables de este injustificado y horrible doble asesinato, pues mi hijo fue invitado por l'inzón J., quien cursaba el mismo año de Universidad a pisarse unos días en su casa de Atalaya. El viernes 30 de Enero, Pinzón hijo, como a las 3:00 p.m. va a la casa de Marlene donde estaba mi hijo ese día y se lo lleva a él y a su novia para Mariato en un Jeep, a donde llegan como a las 8:00 p.m. Dice la modre de Pinzón hijo, Luzmila Díaz Herrera. Directora del Colegio Urracá, que como a las 3:00 p.., su hijo, McDonald y mi hijo se van a pescar camarones. Regresan en la madrugada y amanecen jugando cartes y apenas amanece, su hijo, McDonald y Raúl González se llevan a mi hijo a cazar iguanas por la orilla del Río Negro. Todo esto, después de pasar varias horas en Jeep por un horrible camino y sin dorinir nada esa noche. -Que Marlene pide un vestido de baño y se va sola por otro camino, que ella nunca había visto pues, llegó de noche y nunca antes había estado allí. -Que llega a la playa 3 km. distante y se encuentra con el grupo en que estaba mi hijo, el cual debería estar en otra dirección por los montes. --Que Pinzón, McDonald y González los dejan un rato solos, sentados en la arena (la marca estaba vacía). -Que luego regresan los 3 y hacen unos disparos para asustarlos, a mi hijo y a su novia. --Que luego de hacer otros disparos contra un tronco se van para la casa y dejan solos a mi hijo y a su novia. Elan según ella y ellos lis 11:30 a.m. --Que cuando fueron las 7:50 p.m. y mi hijo no regresaba a la casa se alarmaron y salen a buscarlos. Pasa toda la noche dei sábado, todo el día domingo y los Pinzón no dan aviso ni a los familiares de Marlene que viven en la Atalaya, v por donde pasó la Sra. de Pinzón en frente de ellos ese domingo en horas de la tarde, ni a mí, ni a las autoud.des de Santiago; pero si tiene tiempo para hacer llamadas y contactos que a ella le cran de suna urgencia e interés. La Sta. Fuzoila Diaz Hareri de Pinzón, en vez de ponerie en conocimiento de lo sucedido al Mayor Jefe de 1 Zona de Veraguas, des le Santiago llama a su hermano, Tearente Ricaurte Rodríguez G-2 ubicado en Las Tablas, quien en el témaino de la distancia estuvo en el lugar de los hechos d'índole instrucciones a los asesinos de lo que tenis: que decir er sus declaraciones. Lat Gunal de Santiago se enteró de la deciparición de la pareja, porque la Sra. Sc le conduje a la Atalaya y de allí al cementerio, y no a la Morgue del Hospital, y el Foinse Dr. Carrizo, tomando una ramita del suelo levantó la manta que cubría la cara de Marlene y después de verla brevemente ordenó que lucse sepultada. Cuando se le dijo que tenía que hacerle la autopsia se negó rotundamente y así fue sepultada. Yo fuí a donde el Procurador General de la Nación y él ofició un telegrama a las autoridades a quienes les competía el caso, ordenando la exhumación del cadáver. El Fiscal Auxiliar, Sr. Chang también dio órdenes al Dr. Forense de esta ciudad, para que se trasladase a Atalaya a hacer la exhumación, pero el Deni siempre ha estado dando excusas de que están ocupados en tal o cual comisión más importante y por último se nos fijó el día 10 de Feb, para la exhumación lo que confirmó el Ledo. Lawson con el Forense y nos fuimos a Atalaya a esperarlos. Allá nos dejaron todo el día esperándolos y la Personera de Atalaya nos informó que a ella no se le había notificado nada. Llamó el Ledo. I wson al Deni y nos contestaron que había habido un homicidio en la ciudad y que por eso no iban. Nuevamente solicitamos al Deni otta fecha y después de trucho luchar fijaron el martes 16 de Marzo. Como habíamos incurrido en gastos y pérdida de tiempo en el viaje anterior, localizamos al Forense para estar seguros y nos dijo que a él no le habían dicho de ninguna exhumación lo que indica que se trataba de burlarnos nuevamente. ¿Porqué de esta demora en hacer esa autopsia? ¿Porqué esas tácticas dilatorias? Cada día el cuerpo de Marlene se corrompe más y mostrará menos evidencia que es seguramente lo que se persigue. Ahora bien, yo he agotado todos los recursos y he buscado con bastantes campesinos metro a metro esos playones y manglares y he llevado buzos particulares y he rastreado el río Negro en todos los lugares en donde pudieran haberlo echado. No sé por que no he obtenido hasta la fecha cooperación de la Guardia a pesar de haberla solicitado a varios comandos. Hoy, después de 54 días, aún no aparece el cuerpo de mi hijo. Sospecho que lo han enterado en algún lugar difícil de hallar o tirado mar afuera con algún peso amarrado. Jorge Enrique Falconett era una esperanza para la Patria, pues tenía un record de 12 años consecutivos con el Primer Puesto en los colegios que estudió y este año se graduaría de Ingeniero Civil. En nuestra casa se le llora a toda hora y es desgarrador oir a cualquiera hora de la noche el llanto de su madre o a sus hermanitas y el mío, que lo vimos un día salir alegre a pasar unos días de descanso y jamás volverá a su hogar porque desgraciadamente sin saberlo él, andaba en compañía de alimañas y no de seres humanos. El Doctor Carrizo, Médico foronso de Veraguas, se nogó a practicarle la autopsia de rigor que, coñala la Ley paza este caso y más en la situación de que no ha oparecido el cuerpo del joven JORGE FALCONNI, estudiente de Tazanicría de la Universidad de Panamá y que se encontraba acompal Endolo.. En la actualidad. se encuentra detenido en el Departamento lucional de. Investigaciones, a el sujeto llamado NOMIN MAC DONALD y los demás que estaban con ellos el día de los hechos están sueltos; uno de cilos es el hijo del Representante por el Distrito de Atalaya el Sr. ROBERTO PINZON implicado por el asesinato de mi hija y del joven Falconet.. Los familiares de los implicados han querido evitar las investigaciones y han tratado de hacerle ver a las autoridades y a la Ûpinión Pública que no ha habido mano criminal.. Yo confío en la justicia divina y confío en usted cono padre de familia y hombre de pincipios justicieros para que sean castigados los responsables directos y los incubridores: que trataron de ocultar el crimen, bien sea los funcionarios.o particulares que han buscado las influencias, para evitar que so sepa la verdad..
