Due to the consolidation of practically all clerical work for The Panama Canal and the Panama Railroad Co. under the executive office, several new bureaus were established during the fiscal year 1915, necessitating the creation of a number of new positions, which it is impossible to identify with those listed under "Office of chairman and chief engineer," page 7, of Book of Estimates for 1915. The new positions created were filled by transfers from other departments and divisions (reducing the force in such departments and divisions), and the consolidation thus effected has resulted in a total net saving.

[Reclassification of post offices due to shifting centers of population. Following positions were abolished: 1 postmaster at $2,600, 1 at $2,400, 1 at $2,300,

2 at $1,700, and 2 at $900. Assistant postmaster at Ancon promoted from $1,650 to $1,800 account increased business.

One of these chief dispatch clerk at Cristobal. Increase explained in last annual report. Money-order clerks at Ancon and Cristobal increased to compensate them for additional responsibility and risk of loss through small shortages. Three assistant postmasters at $1,650 abolished.

It proved impossible to reduce force in post offices as rapidly as had been contemplated, but before end of fiscal year number of clerks at $1,500 was reduced to 24, and number at $900 to 5. One position at $720 abolished.
