rate of 4 per cent. per annum, of which 1 per cent. per annum should be for a sinking fund; and that the said interest should be calculated from the days on which the payments on account of the loan or loans should be made, and should be payable half-yearly, the first payment to be made within 15 days after the expiration of 6 months from the payment of the first instalment of the loan, and so on successively; And whereas the Parliament of Her Britannic Majesty did enable her to carry into effect the engagements of the said Convention, and the sum of 1,000,0007. sterling was in consequence advanced to His Majesty the King of Sardinia in 2 instalments of 500,000l. each, the first of which was paid on the 3rd of May, 1855, and the second on the 3rd of November, 1855; And whereas, if the war had continued, the conditional engagement of Her Britannic Majesty to advance to His Majesty the King of Sardinia a like sum of 1,000,000l. sterling would have come into operation on the 3rd of May, 1856; but the war was brought to a close 6 days previously, namely, on the 27th of April, 1856, by the exchange on that day of the ratifications of a Treaty of Peace; And whereas His Sardinian Majesty had already incurred those expenses for the prosecution of the war during the current year, which the said like sum of 1,000,000l. was intended cent par an, dont un pour cent par an serait pour fonds d'amortissement; And His Majesty the King of Sardinia, the Count Camillo Benso de Cavour, a Knight of the Supreme Order of the Annunciade, a Knight Grand Cross of the Order of Saints Maurice and Lazarus, a Knight of the Order of the Civil Merit of Savoy, a Knight Grand Cross of the Imperial Order of the Legion of Honour, &c., President of the Council of Ministers, and His Minister for Foreign Affairs and for the Finances; II. His Majesty the King of Sardinia engages to accept the advance mentioned in the preceding Article, on the same conditions in all respects, especially as to the calculation and payment of the interest, as if such advance had been made under and by virtue of the said Convention concluded and signed at Turin on the 26th of January, 1855. III. The present Convention shall be ratified, and the ratifications shall be exchanged at London as soon as possible. In witness whereof the respective Plenipotentiaries have signed the same, and have affixed thereto the seal of their arms. Done at Turin, the 3rd day of June, in the year of our Lord, 1856. (L.S.) WHEREAS it has appeared expedient and necessary to Her Majesty. by and with the advice of Her Privy Council, by reason of the hostilities now subsisting between herself and His Imperial Majesty the Emperor of all the Russias, to prohibit the goods hereinafter mentioned to be exported from the Islands of Jersey, Guernsey, Alderney, and Sark, and the Isle of Man, except as hereinafter provided: Her Majesty is pleased, by and with the advice of Her Privy Council aforesaid, to order, and it is hereby ordered, that from and after the publication of this Order in the said islands respectively, all arms, ammunition, and gunpowder, military and naval stores, and the following articles, being articles deemed capable of being converted into or made useful in increasing the quantity of military or naval stores, that is to say: marine engines, screw-propellers, paddle-wheels, cylinders, cranks, shafts, boilers, tubes for boilers, boiler-plates, fire-bars, and every article, or any other component part of an engine or boiler, or any article whatsoever, which is, can, or may become applicable for the manufacture of marine machinery, shall be, and the same are, hereby prohibited to be exported from the said Islands of Jersey, Guernsey, Alderney, and Sark, and the Isle of Man, except with the licence of the Governor, or other officer administering the government of any of such islands respectively, for that purpose first had and obtained. And the Lieutenant-Governors of Her Majesty's Islands of Jersey, Guernsey, Alderney, and Sark, and of the Isle of Man, for the time being, are to give the necessary directions herein as to them may respectively appertain. C. C. GREVILLE. BRITISH PROCLAMATION, regulating the Division and Distribution of Captures during the War with Russia.August 11, 1854. VICTORIA R. BY THE QUEEN.-A PROCLAMATION. WHEREAS by our Royal Proclamation, bearing date the 29th day of March, 1854, we have ordered and directed, that the net proceeds of all prizes taken during the present war with Russia, by any of our ships or vessels of war, after the same shall have been to us finally adjudged lawful prize, shall be for the entire benefit of the officers and crews of such ships and vessels of war (save as therein excepted); in which Proclamation we have directed in what proportion the land forces, doing duty as marines, shall be entitled to share; and whereas, in the said Proclamation, we have reserved to ourselves the division and distribution of all prize and booty taken on any conjoint expedition of our ships and vessels of war with our army; and it is desirable that we should provide for the division and distribution of all prize and booty taken on such conjoint expedition, as also by our army alone: we, therefore, hereby order and direct that, in such cases, the net proceeds of the share which shall be assigned by us to our army, under our royal sign manual, shall be divided and distributed in the following manner and proportions, viz.: COMMANDER OF THE FORCES.-One-fourth of one-tenth part of the net proceeds. GENERAL OFFICERS.-First Class.-General officers commanding divisions, and other officers, &c., holding equivalent staff appointments. Second Class.-Other general officers, and all other officers, &c., holding equivalent staff appointments: The remaining threefourths of one-tenth part of the net proceeds; the same to be so divided that a general officer, &c., of the first class, shall receive onehalf more in amount than a general officer, &c., of the second class. FIELD OFFICERS.-First Class.-Colonels, lieutenant-colonels, and brevet-lieutenant-colonels, and the other officers holding staff appointments equivalent thereto. Second Class.-Brevet-lieutenantcolonels not holding an appointment qualifying them to share in the preceding class of field officers, and all majors, regimental or brevet, and all other officers holding appointments equivalent thereto: Oneeighth of the remainder of the net proceeds; the same to be so divided that a field officer, &c., of the first class, shall receive onehalf more in amount than a field officer, &c., of the second class. The remainder of the net proceeds shall be distributed in the following classes, so that every officer, non-commissioned officer, &c., shall receive shares or a share, according to his class, as set forth in the following scale: First Class.-Captains, and all other officers entitled according to the usuage of our army to share in that rank: 35 shares each.
