SPANISH LAW, making provision for the Extraordinary Expenses of the War (Conversion of the Foreign Debt, &c.). -Madrid, May 17, 1898.

(Translation.)

DON ALFONSO XIII by the grace of God Constitutional King of Spain, and in his name and during his minority the QueenRegent of the Kingdom:

Know all men who shall see and hear these presents; that the Cortes have decreed, and we have sanctioned the following:

Sole Article.-1. To obtain the resources necessary to meet the extraordinary obligations that may be incurred in consequence of the war.

These resources will be handed over to the Minister of the Colonies in the form of advances to be repaid.

In virtue of this authorization the Government will be allowed to issue State or Treasury loans, either floating, perpetual, or redeemable, and bonds (" delegaciones") on the public revenue. To offer as a guarantee, if necessary, the revenues and taxes of the nation; to negotiate the securities issued, or to give them as guarantees for operations of credit. To substitute the hypothecated securities by others, and to negotiate these latter or to hypothecate them again.

The operation may be effected in various classes of securities and at different times and in different forms.

The Council of Ministers will determine in each case the amount and the conditions of the issue of the securities, namely, the interest, terms of redemption, hypothecation, and the guarantees, and will fix the price at which they are to be negotiated, as well as the other conditions of the operation.

2. To increase the power to issue bank-notes conceded to the Bank of Spain up to the sum of 2,500,000,000 pesetas.

The minimum quantity of specie, gold or silver, to be held in reserve by the Bank for the increased issue will be as follows:

If the notes in circulation exceed 1,500,000,000, but are less than 2,000,000,000, one-half.

If the circulation exceeds 2,000,000,000, two-thirds.

The proportion stated in the two preceding paragraphs, only affects the excess in circulation above the amounts fixed respectively as minimum.

In every case the half of the reserve must be in gold.

The Government, if compelled by extraordinary circumstances. and while these circumstances last, shall be allowed to reduce the

reserve demanded by this Law and by the Law of the 14th July,

1891.

The Bank of Spain may increase the reserve referred to in Article 12 of the Decree of the 19th March, 1874.

The operations of the Bank with the Government will be the subject of special agreements, in accordance with the laws and statutes affecting it, even when the conditions are different from those established in dealings with private persons.

3. To enter into negotiations with the Companies leasing the monopolies in tobacco, matches, explosives, salt mines of Torrevieja and Arrayanes (Linares) for the prepayment of one year's rent on their respective monopolies, to be repaid at the time and with such interest as may be agreed upon.

4. To issue Treasury bonds to mature at a time to be agreed upon and to be renewed for such terms as may be arranged with the Bank of Spain and with such interest as may be settled upon, in substitution for the bonds actually issued, and of those to be issued at the end of the present financial year for the liquidation of the estimates.

5. To convert the bonds of the External Debt to bonds of the Internal Debt, at the rate to be determined by Government, but which must not exceed an increase of 10 pesetas per 100 of the nominal capital.

This conversion will be voluntary, and need not be a total conversion.

The Government will adopt measures, after the payment of the of the 1st October of the present year, to prevent the payment abroad of other coupons than those that are actually the property of foreigners.

The Government will give an account of the present authorizations, within the first month of the meeting of the Cortes.

Therefore:

We command all the Tribunals, Justices, Chiefs, Governors, and other authorities, civil as well as military and ecclesiastical, of whatever class and dignity, to observe the present Law, and to cause it tc be observed, fulfilled, and executed in all its parts.

LOI de la République Française, autorisant le Président de la République à assurer, par Décret, la Protection des Citoyens Français établis dans certaines Iles et Terres de l'Océan Pacifique.--Paris, le 30 Juillet, 1900.

LE Sénat et la Chambre des Députés ont adopté,

Le Président de la République promulgue la Loi dont la teneur suit :

ART. 1er. Le Président de la République est autorisé à prendre, par voie de Décret, les mesures d'ordre administratif et judiciaire nécessaires pour assurer la protection et garantir l'état et les droits des citoyens Français établis dans les îles et terres de l'Océan Pacifique, ne faisant pas partie du domaine colonial de la France et n'appartenant à aucune autre Puissance civilisée.

2. Le Président de la République est également autorisé à établir, par Décrets rendus dans la forme des règlements d'administration publique, le régime douanier auquel sont assujettis, en France et dans les Colonies Françaises, les produits originaires des iles et terres ci-dessus désignées, récoltés ou fabriqués par les établissements commerciaux ou agricoles possédés ou exploités par des Français ou par des sociétés civiles ou commerciales Françaises. La présente Loi, délibérée et adoptée par le Sénat et par la Chambre des Députés, sera exécutée comme Loi de l'État.

DECRET du Président de la République Français, portant Prohibition d'Envois d'Armes en Chine.-Paris, le 26 Juillet, 1900.

LE Président de la République Française,

Vu la Loi du 14 Août, 1885;

Vu la Loi du 13 Avril, 1895;

Vu l'Article 4, Titre 3, de la Loi des

Août, 1791.

Sur la proposition du Ministre de la Guerre, et l'avis conforme du Président du Conseil, Ministre de l'Intérieur, du Ministre des Affaires Étrangères, du Ministre des Finances, et du Ministre du Commerce,

Décrète :

ART. 1or. Est prohibée jusqu'à nouvel ordre la sortie de France, d'Algérie, des Colonies Françaises et pays de Protectorat, de toutes les armes de guerre, pièces d'armes de guerre finies, et munitions de guerre à destination directe de la Chine et des pays limitrophes.

2. L'exportation des objets ci-dessus visés pour toutes autres destinations restera autorisée dans les conditions fixées par la Lo du 14 Août, 1885, mais sous les restrictions indiquées ci-après.

3. L'exportateur devra justifier auprès du Préfet de sa résidence qu'il est Français, résidant en France, ou, s'il est étranger, qu'il a été régulièrement autorisé à résider en France et qu'il y réside en effet.

4. Il devra faire devant le même Préfet une déclaration portant que les objets par lui exportés ne sont destinés à être expédiés en Chine ou dans les pays limitrophes, ni directement par lui ni par acquéreur interposé.

La déclaration indiquera les nom, prénoms, et domicile de l'exportateur; la nature, le modèle, et le nombre ou poids des objets à exporter, le bureau de douane par lequel ils doivent sortir de France, leur lieu de destination, ainsi que les nom, prénoms, et domicile du destinataire.

5. Comme garantie de la dite déclaration, l'exportateur souscrira un acquit-à-caution délivré conformément aux prescriptions de l'Article 4, Titre 3, de la Loi des Août, 1791.

6. Les dits acquits seront déchargés par les Agents Consulaires de France, trois mois après l'arrivée des objets exportés, si ces objets se trouvent encore dans le pays où ils ont été primitivement expédiés par l'exportateur, ou s'il n'est pas à la connaissance de l'Agent Consulaire, qu'ils en soient sortis pour être réexpédiés en Chine ou dans les pays limitrophes.

7. S'il est à la connaissance de l'Agent Consulaire que certains

objets sont sortis pour être expédiés en Chine ou dans les pays limitrophes, il refusera de décharger l'acquit pour ces objets et en donnera avis au Ministre des Finances, qui, après enquête et l'exportateur entendu, décidera s'il y a lieu de poursuivre la rentrée du montant de l'acquit non déchargé.

8. Les Ministres de l'Intérieur, des Affaires Étrangères, des Finances, et du Commerce, sont chargés chacun en ce qui le concerne, de l'exécution du présent Décret.

TREATY of Friendship, Commerce, and Navigation between Mexico and China.-Signed at Washington, December 14, 1899.

[Ratifications exchanged at Washington, June 19, 1900.]

THE President of the United Mexican States and His Majesty the Emperor of China, being equally animated by the desire to establish friendly relations between the two countries and their citizens and subjects, have resolved to conclude a Treaty of Friendship, Commerce, and Navigation, and for that purpose have named their respective Plenipotentiaries, that is to say :

The President of the United Mexican States, Manuel de Azpiroz, Ambassador Extraordinary and Plenipotentiary of the United Mexican States in Washington; and

His Majesty the Emperor of China, Wu Ting-fang, an official of the Second Rank, Minister of State of the Fourth Class by brevet, and Envoy Extraordinary and Minister Plenipotentiary to the United States of America, Spain, and Peru;

And we, the said Plenipotentiaries, after having exhibited our respective full powers, and finding them in due and good form, have agreed upon the following Articles :
