When I decided to bring forth a new edition of THE PANAMA CANAL my main concern was to pay an appropriate tribute to Harmodio Arias on the occasion of the Congreso del Canal de Panamá, an international encounter organized by the Government of the Republic of Panama as an anticipation of the devolution to Panamanian rule of the interoceanic canal, its installations, equipment and lands. I wanted to present the new generations with a testimony of the Panamanian transcendent contribution to the interpretation, projection and definition of the canal issues.

While preparing the new edition I came to realize that time had blurred, to say the least, my memories. Indeed, as I re-read the book, my love and devotion for a wonderful father gave way to a new dimension of respect for the keen thinker, the solid jurist and the Statement of vision I was just rediscovering.

THE PANAMA CANAL was first published in 1911, three years before the opening of the Panama Canal to international navigation. The author defined his task and endeavour as that of the jurist who, "under the light of legal theory and ... resting on the hard facts of history...”, shall "ascertain... the legal position of the canal, so that this work of civilization, being placed under the rule of
