BRITISH DECLARATION withdrawing the British Reservations in respect of Articles XXIII, XXVII, and XXVIII of "The Red Cross Convention, 1906.” —Berne, July 7, 1914.*

THE undersigned, His Britannic Majesty's Envoy Extraordinary and Minister Plenipotentiary to the Swiss Confederation, duly authorised by His Britannic Majesty for that purpose,

"Treaty Series No. 1 (1916)."

hereby declares that the reservations with respect to Articles 23,* 27,† and 28,† under which the International Convention for the Amelioration of the Condition of the Wounded and Sick in Armies in the Field was signed on behalf of the United Kingdom of Great Britain and Ireland on the 6th July, 1906, and ratified by His Britannic Majesty, the said ratification being deposited at Berne on the 16th April, 1907,‡ are hereby withdrawn.

In witness whereof the undersigned has signed the present Declaration and affixed the seal of his arms.

BRITISH ORDER IN COUNCIL providing for the Naturalization of Aliens in Northern Rhodesia.-London, July 16, 1914.§

WHEREAS His Majesty the King has power and jurisdiction in the territories of South Africa known as Northern Rhodesia :

Now, therefore, His Majesty is pleased, by and with the advice of his Privy Council, to order, and it is hereby ordered, as follows:

:

1. This Order may be cited as "The Northern Rhodesia Naturalization Order in Council, 1914."

2. In this Order, unless the context otherwise requires :"Northern Rhodesia" means the territory for the time being within the limits of the Northern Rhodesia Order in Council, 1911.||

"The Administrator" includes an acting Administrator.

"The Gazette" means any Official Gazette published in Northern Rhodesia.

3. An alien may in Northern Rhodesia purchase, acquire, own, or dispose of movable or immovable property of any description in like manner as natural-born subjects of His Majesty. Provided that this section shall not qualify an alien

for any office or franchise which such alien does not now by law possess, nor entitle an alien to any right or privilege except such rights and privileges as are hereby expressly given to him.

4.-(1.) An alien who, within such limited time before making the application hereinafter mentioned as may be allowed by the Administrator, either by general order or on any special occasion, has resided in Northern Rhodesia, for a term of not less than twelve months, and intends if such application be granted to continue to reside in Northern Rhodesia, may apply to the Administrator for letters of naturalization in the form provided in the First Schedule hereto.

(2.) The applicant shall adduce in support of his application such evidence of his residence and intention to continue to reside and of the matters set forth in the said schedule as the Administrator may require, and shall furnish proof to the satisfaction of the Administrator that notice of his intention to apply for letters of naturalization has been published in two issues of the "Gazette."

(3.) The Administrator, if satisfied with the evidence adduced, shall take the case of the applicant into consideration, and may, with or without assigning any reason, give or withhold letters of naturalization as he thinks most conducive to the public good, and no appeal shall lie from his decision, but such letters of naturalization shall not take effect until the applicant has made a declaration of allegiance to His Majesty as hereinafter provided.

5. Any person resident in Northern Rhodesia who has previously obtained a certificate of naturalization as a British subject elsewhere than in Northern Rhodesia may, notwithstanding that he has not resided within Northern Rhodesia for a period not less than twelve months prior to the date of his application, submit such certificate and make an application to the Administrator stating that:

(a.) He is the person named in such certificate.

(b.) That the certificate has been obtained without any fraud or intentionally false statement.

(c.) That the signature and seal (if any) thereto are, to the best of his knowledge and belief, genuine.

(d.) That he intends, if naturalized, to reside in Northern Rhodesia, and shall adduce in support of his application such evidence concerning the matters aforesaid and concerning the matters set forth in the First Schedule hereto as the Administrator may require. The Administrator, if satisfied with the evidence adduced, shall take the case of the applicant into consideration, and may, with or without assigning any reason, give or withhold letters of naturalization as he thinks most conducive to the public good, and no appeal shall lie from his decision, but such letters of naturalization shall not take effect until the applicant has made a declaration of allegiance to His Majesty as hereinafter provided.

6. Every alien to whom the Administrator may grant letters

of naturalization shall before the delivery of such letters to him make and subscribe before a Magistrate a declaration of allegiance in the form contained in the Second Schedule hereto, which declaration shall be of the same force and effect as an oath of allegiance.

7. An alien to whom letters of naturalization have been granted shall in Northern Rhodesia be entitled to all political and other rights, powers, and privileges, and be subject to all obligations to which a natural-born British subject is entitled or subject in Northern Rhodesia.

8.-(1.) A married woman shall in Northern Rhodesia be deemed to be a subject of the State of which her husband is for the time being a subject.

(2.) The following persons shall be deemed and taken to be naturalized, and shall have all the rights, privileges, and obligations in Northern Rhodesia of natural-born subjects of His Majesty :

(a.) Any alien woman who is already or who shall hereafter be married to any person who shall be or become naturalized nder this Order.

(b.) Where the father or the mother (being a widow) shall be or become naturalized under this Order, any child of such father or mother who during infancy shall be or become resident with such father or mother in Northern Rhodesia.

9. A return of persons to whom letters of naturalization shall have been granted under this Order shall be published in the "Gazette" half-yearly, in the months of January and July, and such return shall show:

:

(1.) Names of such persons in full.

(2.) Their birthplace.

(3.) Nationality prior to grant of letters of naturalization. (4.) Occupation.

(5.) Residence in Northern Rhodesia.

(6.) Date of issue of letters of naturalization.

10. If any person shall wilfully make any false statement in any application made under the provisions of this Order for the purpose of obtaining letters of naturalization, he shall, upon conviction, incur the same penalties as are by law provided against persons convicted of wilful and corrupt perjury, and in case letters of naturalization shall have been granted such letters shall be void.

11. Every person obtaining letters of naturalization under this Order shall pay for the same a fee, to be collected by means of stamps, of one pound.

12. The Administrator shall cause a register to be made and kept of all letters of naturalization granted under this Order, and shall, upon the application of any person, and upon payment of a fee of one shilling in respect of every name, permit a search to be made for the name of any person upon, or supposed to be upon, the register.
