ADDITIONAL CONVENTION to the Convention of December 1, 1897, between Great Britain and France, for the Exchange of Postal Parcels between Australia and France.Signed at Paris, December 24, 1898.

[Ratifications exchanged at Paris, February 1, 1899.]

HER Majesty the Queen of the United Kingdom of Great Britain and Ireland, Empress of India, and the President of the French Republic, wishing to modify Article X of the Parcel Post Convention of the 1st December, 1897,* have determined upon signing a Convention to that effect, and have named as their Plenipotentiaries for this purpose, namely:

Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, Empress of India, his Excellency the Right Honourable Sir Edmund Monson, her Ambassador Extraordinary and Plenipotentiary to the President of the French Republic;

and

The President of the French Republic, his Excellency M. Delcassé, Deputy, Minister for Foreign Affairs of the French Republic;

Who, having communicated to each other their full powers, found in good and due form, have agreed upon the following provisions:

nicle I of the Convention concluded on the 1st December, 1897, between Great Britain and France for an exchange of parcels by parcel post between France and the British Colonies of Australia, it is hereby agreed that, as a temporary measure, the post-offices of the Australian Colonies, which are not at present authorized by law to undertake responsibility for the Joss or damage of uninsured parcels conveyed by parcel post, or the abstraction of their contents, may postpone the application of the principle of responsibility to the parcel post until their respective Legislatures shall have authorized them to adopt it. Up to that time the French Post Office shall not be bound to pay an indemnity for the loss or damage in the French service of uninsured parcels addressed to or originating in the Colonies in question, or for the abstraction of their contents.

II 1. The present Convention, after being promulgated according to the special laws of Great Britain and France, shail come into operation on the same date as the Couvention of the 1st December, 1897, and shall have the same duration as that Convention.

2. It shall be ratified, and the ratifications shall be exchanged at Paris as soon as possible.

In witness whereof the undersigned Plenipotentiaries have drawn up the present Con

Jusqu'à cette époque l'Administration des Postes de France ne sera pas tenue de payer une indemnité pour la perte, la spoliation, ou l'avarie dans le service Français, des colis non assurés en provenance ou à destination des Colonies en question.

II.--1. La présente Convention, après avoir été promulguée conformément aux ois spéciales de la Grande-Bretagne et de la France, entrera en vigueur à la même date que la Convention du 1 Décembre, 1897, et aura la même durée que cette derdière Convention.

2. Elle sera ratifiée, et les ratifications en seront échangées à Paris aussitôt que faire se pourra.

AGREEMENT between Great Britain and France, respecting the Express Delivery of Parcels.-Signed at Paris, April 13,

1898.

THE Government of Her Britannic Majesty and the Government of the French Republic, having thought well to introduce into their mutual relations the express delivery service for parcels, have agreed as follows:

ART. I.-1. Parcels sent by parcel post post between Great

Britain and Ireland and the British Colonies and possessions, which admit express delivery, on the one hand, and the mainland of France on the other hand, shall, at the request of the senders, be delivered by special messenger immediately after arrival at the office of destination, if the latter has a delivery service.

2. The express delivery service may be extended by common consent to parcels originating in or addressed to Corsica, Algeria, Tunis, and the French Colonies, possessions, or offices in foreign countries on a date which shall

II. Express parcels shall be subject to a special fee of 5d. (50 centimes), which shall be payable in advance by the sender in addition to the postage. This fee shall be assigned to the country of destination of the parcel

III-1. When the residence of the addressee of an express parcel is at a distance from the office of delivery, that office may ecllect from the addressee for the delivery of a parcel a supplementary charge not exceeding the fee fixed for such delivery, according to the inland tariff of the country of destination, less the special fee paid by the sender.

2. Only one attempt shall be made to deliver an express parcel by special messenger. After a fruitless attempt, such a parcel shall be treated as an ordinary parcel.

IV. When an express parcel shall be redirected to another country before any attempt has been made to deliver it by special messenger, the fee paid by the sender shall be crecited to the new country of destination, provided that the latter admits express delivery. Otherwise the fee shall be retained by the ofce of the first destination. This shall also be done in the case of undelivered express parcels.

IV. V.—1. Les mesures de cet

2. The present Agreement shall come into operation on a day to be agreed upon by these two Post Offices.

3. Moreover, power is reserved. to the said Post Offices to fix subsequently, by common consent, the conditions applicable to parcels intended for delivery to the addressees free of customs duty.

In witness whereof the Undersigned, his Excellency the Right Honourable Sir E. Monson, Her Majesty's Ambassador Extraordinary and Plenipotentiary to the President of the French Republic, and his Excellency M. Gabriel Hanotaux, Minister of Foreign Affairs of the French Republic, duly authorized to this effect, have drawn up the present Agreement to which they have affixed their seals.

Gabriel Hanotaux, Ministre des Affaires Étrangères de la République Française, dûment autorisés à cet effet, ont dressé le présent Arrangement, qu'ils ont revêtu de leurs cachets.
