CHILEAN NOTIFICATION of the Blockade of the Port of Callao and of the neighbouring Creeks.-Callao, April 10, 1880.* (Translation.) SIR, I HAVE to-day addressed to the Military and Civil Chief of this place the following communication : "By order of the Supreme Government of Chile, I have come to establish the blockade of this port and of the neighbouring creeks. "I notify it to you, informing you that I have instructions to give eight days' noticet to enable the vessels anchored in this bay to effect their loading and unloading, and to sail. "As the operations of war may necessitate that I should open fire on the forts, the buildings, or upon any point of this bay, I believe that it is my duty to inform you of this, in order that the inhabitants and neutral ships may be warned." As an act of consideration towards the honourable Consular Corps residing here, and to safeguard the interests of neutrals, I have thought it necessary to bring this communication to your knowledge, begging that you will transmit it to your estimable colleagues. I am, &c., To the Dean of the Consular GALVARINO RIVEROS. * In consequence of this Notification the following was inserted in the "London Gazette" of April 27, 1880: Foreign Office, April 26, 1880. "The Marquis of Salisbury, Her Majesty's Principal Secretary of State for Foreign Affairs, has received the following telegraphic despatch from Mr. St. John, Her Majesty's Minister at Lima, dated 14th April, 1880 :- "Callao blockaded.'" On the 12th April the Consular Corps åt Lima requested the Chilean Admiral to extend the period of 8 to 15 days; and the Admiral, by letter addressed to the Corps on the 13th April, assented to add to the former Notifi cation two days, making the period 10 instead of 8 days, and stated that the same length of time would be given for neutrals to remove from the town before he would open fire upon its defences, unless in the meantime he should be provoked to an earlier attack by aggression on the part of the Peruvian forces. JOINT NOTE addressed by the Representatives of Great Britain, the Argentine Republic, Brazil, France, Germany, Italy, Salvador, and the United States at Lima to the Commander of the Chilean Fleet on the Peruvian Coast, respecting the Rights of Neutrals in cases of Bombardment. -Lima, April 17, 1880. par LES Soussignés, ayant pris connaissance de la réponse adressée M. l'Amiral Riveros* au Corps Consulaire du Callao, sont convaincus que conformément à ses déclarations le Chef de l'Escadre bloquante saura, tout en usant des droits de guerre, assurer, dans la mesure conciliable avec ces droits, les égards dus aux personnes et aux propriétés des neutres. Néanmoins, la correspondance échangée entre M. l'Amiral Riveros et le Corps Consulaire laissant quelques points indécis, ils croient devoir, dans l'intérêt de leurs ressortissants, aussi bien que pour couvrir leur responsabilité auprès de leurs Gouvernements respectifs, faire les déclarations suivantes : 1. Ils font toute réserve pour les dommages qui pourraient être causés sans nécessité militaire aux personnes et à la propriété des neutres. 2. Ils font notamment ces réserves dans le cas du bombardement d'une localité ouverte et sans défense. 3. Ils les font également dans le cas du bombardement d'un centre de population qui n'aurait pas été expressément désigné dans une notification préalable.
