r. The Board may exceptionally award free studentships to other deserving students recommended by Managers.

WHITWORTH SCHOLARSHIPS AND EXHIBITIONS.

L. These Scholarships and Exhibitions are also awarded in competition at the Evening Examinations. Competitors must register their names by sending in Form 330 before 15th April, and Form 400 before the 10th June. For further details, see Whitworth Prospectus, obtainable as stated on p. 131.

LOCAL SCIENCE AND ART SCHOLARSHIPS AND EXHIBITIONS. LI. Grants to aid local efforts in founding Local Science and Art Scholarships and Exhibitions are made and Exhibitions. On the condition that they are awarded on the results of a competition, and that a sufficient sum is provided for the special purpose of the Scholarship or Exhibition by the contributions of living persons.

Local Science and Art Scholarships.

Contributions from a rate levied under the Technical Instruction Act, 1889, if raised for the purpose, will be held as satisfying the lastnamed condition.

Contributions from the residue of the moneys vested in Local Authorities under the Customs and Excise Act, 1890, or

Funds derived from endowments or from moneys held in trust, the donor being dead; subscriptions not raised for this definite purpose, and other mere surplus funds, will not be so held. The Board may refuse to aid any Scholarship or Exhibition for which there is not a sufficient number of competitors, or to appoint a candidate whose financial circumstances do not appear to warrant such aid.

LII. These Local Science and Art Scholarships are for competition among the pupils of an Elementary School or Schools or of pupils of a School of Science in its Elementary Course. The object of the Scholarship, is to enable the Managers of the local fund to maintain the successful competitor while pursuing his studies for one, two, or three years, at a day school approved

by the Board where more advanced instruction is given. These Scolarships are not tenable in a Public Elementary School or in a Higher Elementary School.

The Managers of the local fund must contribute Contributions by locality and 57. each year in respect of each scholar, and lodge that by Board. sum annually with the Board before 5th April. For the first year of tenure of the Scholarship, the local contribution will be supplemented by the Board with a grant of 4.; for the second year with a grant of 7.; and for the third year with a grant of 10%. It will rest with the locality to decide whether the Scholarship shall be tenable for one, two, or three years.

LIII. A grant of 251. per annum towards a local Local Science Science and Art Exhibition is made to the Managers of Exhibitions. the local fund who lodge with the Board before the 5th April, the like sum for the maintenance of a student at some college or school where a thorough course of Science, or of Art, instruction of an advanced character may be obtained. The exhibitioner's whole time must be devoted to such instruction. The exhibition may last for one, two, or three years.

GRANTS AND PRIVILEGES ALLOWED TO TEACHERS

AND OTHERS.

LIV. The following grants and privileges are allowed to teachers

SCIENCE.

a. Short courses of instruction in Science for a limited number of Science teachers are given in the Royal College of Science, London, in the month of July. Only those are eligible for admission to a course who are recognised as qualified in accordance with § XIII. to teach the subject or subjects of the course. Those selected

to attend receive third class return railway fare and a sum, not exceeding 31., towards their expenses while attending the College, on condition that they comply with the rules. In the case of residents in London or its vicinity a reduction is made in the amount of the Grant.

Information as to the precise period of these courses is circulated to Science Schools about April,and forms of application for admission are sent to Secretaries of Boards of Managers for circulation to the teachers.

b. Science Teachers who are sent abroad, or who travel in the service of the Board, receive 10s. a night while required to be absent from home, second class railway fare, and cab or omnibus fares.

C. Aid is granted to a limited number of teachers engaged in science teaching who are selected to attend instruction at Provincial Science Colleges. Particulars of the courses of instruction and of the nature and conditions of the Board's assistance will be sent on application.

ART.

The selected candidates will receive third class railway fare for one journey to and fro between their homes and the Royal College of Art, and 31. towards their expenses while attending the courses. In the case of teachers or students resident in London or its vicinity a reduction is made in the grant.

b. Grants will be made to enable a limited number of masters and students of SCHOOLS OF ART and Art Classes to see the works in the National Competition exhibited at South Kensington; to visit and study in the Victoria and Albert Museum, the Royal College of Art, and other Institutions; and, in special cases, Foreign Towns, Schools, and Galleries, to study and make sketches of buildings and of objects in museums; or to study in any approved centre of Art instruction. They may be required to do special work for the Board.

Teachers and Students may be allowed third class railway fares and not more than 7s. 6d. a night while required to be absent from home. Cab or omnibus fares are allowed only when journeys are made in the service of the Board; and then second class railway fares and 10s. personal allowance per night while required to be absent from home may be charged.

d. Any approved Teacher who is actually engaged in teaching, or who has recently taught approved Science or Art classes

under the Board, may be permitted to attend, without the payment of any fee, any course of lectures at the Royal Colleges of Science or Art, London, as far as circumstances may allow. Application for this privilege should be made to the Registrars of these Colleges.

Facilities will be given to teachers of Science and Art Schools and Classes recognised by the Board, who bring their students to the Victoria and Albert Museum, to examine the collections. When a teacher desires to avail himself of this privilege the Secretary of his school should write to the Board at least one week prior to the intended visit, stating the number of students by whom the teacher will be accompanied, the proposed date and hour of the visit, and the collection which it is desired to inspect. The visits may take place on Mondays, Tuesdays, and Saturdays from 10 a.m. to 9 p.m., and on Wednesdays, Thursd and Fridays from 10 a.m. to 4, 5, or 6 p.m., according to the time, of the year. Such visits are not allowed on a Bank Holiday. Class-rooms are available for the use of teachers giving Science demonstrations to their students except in the Southern Galleries where the Engineering and Naval Architecture Collections are arranged.

SCHOOLS OF SCIENCE.

LV. A School of Science is one in which the instruction is carried on methodically according to one or other of the courses laid down in the following rules or according to a course framed on somewhat similar lines which has been specially submitted to and approved by the by the Board. The school must be under the control of a body of Managers formed in accordance with the provisions of § VII. p. 4, and the qualifications of the teachers to give the necessary instruction must be approved by the Board. The work of the School must be carried on in day classes, and no School of Science will be recognised as such unless it has at least 20 students at its formation, nor will it continue to be recognised beyond two years after its formation unless it has a fair proportion of students taking the Advanced course.

If the School of Science be an Endowed School the grants to it will be liable to reduction under § XLII. (i), p. 27.

Any school applying for recognition as a School of Science will be deemed to have applied for inspection of the whole school under the Board of Education Act, 1899 (see p. 1), as a condition of its acceptance.

account of Endowment.

LVI. A School of Science must provide a thorough and progressive course of education in Science combined with literary or commercial instruction adapted to students whose education is such as would fit them to enter Standard VII. of the English Code for a Public Elementary School. Students whom the Inspector reports to be unfitted to benefit by the course, and students under 12 years of age on the 1st August of the school year for which the claim is made, unless specially allowed by the Inspector, must be excluded. The Managers of the school must not register in the registers of the School of Science (a) students who have not received an education equivalent to that of Standard VI. of a Public Elementary School, (b) Students who are on the register of an Evening Continuation School, (c) Students who are on the register for day attendance at a Public Elementary School under the Board of Education

LVII. In order that a School may be eligible for recognition as a School of Science, (a) it must possess such properly equipped laboratories as are necessitated by the courses, (b) it must submit not later than the 1st September [or the 1st February in cases where the school year begins on the 1st January] in each year on Form 122 a time-table of the School, framed in accordance with the rules, and such time-table must be approved by the Board, and a copy of it conspicuously exhibited in the School, (c) a statement of the income and expenditure of the School for the period corresponding to the recognised school year must be furnished to the Board, (d) a record of students who join the School must be kept, (e) separate copies of a special attendance register (Form 486) must be kept for each year of the Elementary and Advanced courses respectively, in which not more than two attendances are counted for any one student on any one day.

The Laboratories in a School of Science must be available for preparation work by students of the school, beyond the school hours of the time-table.

LVIII. The courses of instruction for students of either sex are given in §§ LX. to LXIII. The number of students in a class for class instruction must not exceed
