The president of the board reported that, under the authority heretofore conferred by the board, he had made the following appointments:

Central Branch: Dr. Edmund S. Burwell, assistant surgeon, to date from August 16, 1924; Dr. Charles C. Phillips, assistant surgeon, to date from September 1, 1924.

Eastern Branch: Daniel Ivory, commissiary of subsistence, to date from July 21, 1924; Dr. Joseph E. Stephan, assistant surgeon, to date from August 16, 1924; James R. Waltman, adjutant and inspector, to date from September 1, 1924.

Western Branch: Dr. James S. Rushton, assistant surgeon, to date from September 24, 1924.

Pacific Branch: Dr. Ralph W. Eppley, assistant surgeon, to date from July 16, 1924; Dr. Lyle G. Craig, assistant surgeon, to date from August 8, 1924.

Marion Branch: George M. Whitaker, quartermaster, to date from August 1, 1924.

Danville Branch: Dr. Arch B. Thompson, surgeon, to date from August 16, 1924.

Mountain Branch: Dr. Warren M. Royal, assistant surgeon, to date from August 10, 1924; Rev. B. C. Murray, chaplain, to date from August 16, 1924; Dr. Robert H. Stanley, assistant surgeon, to date from August 20, 1924.

Upon motion, the action of the president in each of the above cases was approved by the board.

The president reported the following death:

Central branch: Dr. Charles A. Betts, assistant surgeon, died July 2, 1924. The president presented the following statement of special funds on hand September 12, 1924:

The president of the board presented comparative statements showing the operations of the National Home for Disabled Volunteer Soldiers for the fiscal years 1923 and 1924, and statements showing the analysis of each dollar expended.

General headquarters: Expenses of board of managers, including salaries of officers
and employees headquarters office, traveling expenses of the board, office furniture,
stationery, telegraph and telephone service, etc..
Current expenses: Salaries of all officers and employees engaged in connection with
the management of the branch, including supervision, statistics, purchase of sup-
plies, payment of pensions, accounting, inspection and care of supplies and other
property, guards, watchmen, band; and expenditures for office supplies, equip-
ment, stationery, telephone, telegraph, supplies and appliances for fire protection,
musical instruments, music, books, library equipment, etc...
Subsistence: All expenditures for food supplies, for kitchen and dining-room equip-
ment, and for wages of all employees engaged in connection with the preparation
and serving of meals.

Household: All expenditures for coal, gas, water, laundry supplies, equipment, beds,
bedding, and other furniture and household supplies for barracks and quarters,
and salaries of all employees engaged in connection with the heating, lighting,
water system, laundry, and dry-cleaning plant.

Hospital: Salaries of assistant surgeons, trained nurses, and all other employees engaged in the care of the sick; expenditures for drugs, special diet, hospital equipment, caskets, and other hospital supplies...

Transportation: Pay of transportation applicants reporting, members transferred,

etc.

Repairs: All expenditures for lumber, paints, oils, boilers, machinery, parts, and
the general upkeep of buildings and equipment, and salaries of chief engineer and
all employees engaged in the maintenance and repair of buildings, steam lines,
water lines, etc...

Farm: Salaries of all employees engaged in connection with farming operations,
dairy, vegetable garden, repair of roads, park system, cemetery, etc., expenditures
for all supplies, tools, and equipment used in connection therewith.
Clothing: All expenditures for the purchase of cloth, shoes, hats, and all other articles
and materials used in the fabrication and repair of clothing, and salaries of all
officers and employees engaged in the manufacture, distribution, and repair of all
articles of clothing..

GOVERNOR'S REPORT OF THE CENTRAL BRANCH, YEAR Ending June 30, 1924

Branch established 1867, by act of Congress, located 2 miles west of Dayton, Ohio. The reservation comprises 578.87 acres, of which 210 acres are included in lawns, 634 miles of roadways, parks, and cemetery, and remaining acres devoted to farm, woods, pasturage, etc. No farming was done by the home; the farm and dairy barns, etc., were leased for yearly cash rental of $2,460. There are 143 buildings on the reservation, including 13 barracks, 12 brick and 1 frame; maximum capacity, 1,909 members; 16 hospital buildings, 10 brick and 6 frame, maximum capacity, 1,259 patients; and 114 other buildings, including storehouses, mess hall, power house, theater, chapels, library, etc., of which 21 are brick, 5 stone, and 78 frame.

Land acquired by purchase, cost $202,464; original cost of buildings $2,507,279.54; appraised value $2,524,631.46; including buildings put up by and belonging to the post fund.

Utilities

Heating: Steam with 8 boilers, 350 horsepower, using 20,462.92 tons coal, at $4.79 per ton.__

Gas: 7,404 cubic feet, used for cooking, at a sliding scale of 50 cents to $1 per thousand cubic feet, which averaged $0.8118 per thousand for the year--

GOVERNOR'S REPORT OF THE NORTHWESTERN BRANCH, YEAR ENDing June

30, 1924

Branch established 1867 by act of Congress, approved March 21, 1866, located 3 miles west of Milwaukee, post office address, National Home, Wisconsin. The reservation comprises 382.25 acres, of which all acres are included in lawns, 8 miles of roadway, parks, and cemetery. There are 79 buildings on the reservation, including 5 barracks, 4 brick and 1 veneered, no frame; maximum capacity 1,214 members; 2 hospital buildings, 2 brick, no frame; maximum capacity 1,192 patients; and 72 other buildings, including storehouses, mess hall, power house, theater, chapels, library, etc., of which 17 are brick and 55 frame. Land acquired by purchase, cost $79,554.54; original cost of buildings, $2,018,667.73; appraised value, $2,000,000.

Utilities

Heating: Steam, with 7 boilers, six 231-horsepower, one 400-horsepower, using 13,828 850/2000 tons coal at $6.34.

GOVERNOR'S REPORT OF THE EASTERN Branch, Year Ending June 30,

1924

Branch established 1866, by authority act of Congress, approved March 21, 1866. Located in Kennebec County about 5 miles from Augusta, Me. Post office address, National Soldiers' Home, Me. The reservation comprises 1,735 acres, of which 50 acres are included in lawns, 10 miles of roadways, parks, and cemetery, and 500 devoted to farm and gardening; the balance, 1,185 acres, comprise woodlands, etc. A dairy is operated with 36 milch cows, 24 other cattle in herd. There are 52 buildings on the reservation, including 7 barracks, 6 brick and 1 frame, maximum capacity 954 members; 2 hospital buildings, both frame, maximum capacity 361 patients; and 43 other buildings, including storehouses, mess hall, power house, theater, chapels, library, etc., of which 4 are brick and 39 frame. Land acquired by purchase cost $23,900. Original cost of buildings, $812,800.09. Appraised value, $557,900.

Utilities

Heating: With 7 boilers, 555 horsepower, using 4,235 tons coal, at $11.98

Lighting: Electricity purchased, 243,800 kilowatt-hours, at $0.035
per kilowatt-hour.

Water: Purchased, 70,248,000 gallons, at 10 cents per 1,000 gallons--
Ice: Cut, 1,600 tons, at 0.1722 cents per ton..

Laundry: Laundered, 388,074 pieces, at 0.0132 cents per piece..
