Protocol of an Amendment to Article 16 of the Covenant. The Second Assembly of the League of Nations, under the presidency of his Excellency Jonkheer H. A. van Karnebeek, with the Honourable Sir Eric Drummond, Secretary-General, adopted, at its meeting of the 4th October, 1921, the following resolution, being an amendment to Article 16 of the Covenant:

"The fourth paragraph of Article 16 shall read as follows: :-

Nevertheless, the Council may, in the case of particular members, postpone the coming into force of any of these measures for a specified period where it is satisfied that such a postponement will facilitate the attainment of the object of the measures referred to in the preceding paragraph, or that it is necessary in order to minimise the loss and inconvenience which will be caused to such members.'

The undersigned, being duly authorised, declare that they accept, on behalf of the members of the League which they represent, the above amendment.

The present Protocol will remain open for signature by the members of the League; it will be ratified and the ratifications will be deposited as soon as possible with the Secretariat of the League.

It will come into force in accordance with the provisions of Article 26 of the Covenant.

A certified copy of the present Protocol will be transmitted by the Secretary-General to all members of the League.

THE Second Assembly of the League of Nations, under the presidency of his Excellency Jonkheer H. A. van Karnebeek, with the Honourable Sir Eric Drummond, Secretary-General, adopted, at its meeting of 5th October, 1921, the following resolution, being an amendment to Article 6 of the Covenant:

That the last paragraph of Article 6 of the Covenant should be replaced by the following paragraph:

"The expenses of the League shall be borne by the members of the League in the proportion decided by the Assembly.""

The undersigned, being duly authorised, declare that they accept, on behalf of the members of the League which they represent, the above amendment.

The present Protocol will remain open for signature by the members of the League; it will be ratified and the ratifications will be deposited as soon as possible with the Secretariat of the League.

The Second Assembly of the League of Nations, under the presidency of his Excellency Jonkheer H. A. Karnebeek, with the Honourable Sir Eric Drummond, Secre tary-General, adopted, at its meeting of the 4th October. 1921, the following resolution, being an amendment to

Article 12 of the Covenant :

Article 12 shall read as follows:

'ARTICLE 12.

'The members of the League agree that, if there should arise between them any dispute likely to lead to a rupture. they will submit the matter either to arbitration or judicia settlement or to enquiry by the Council, and they agree in no case to resort to war until three months after the awar by the arbitrators, or the judicial decision, or the report by

the Council.

(3) Came into force, September 26, 1924.

"In any case under this Article the award of the arbitrators or the judicial decision shall be made within a reasonable time, and the report of the Council shall be made within six months after the submission of the dispute."

The undersigned, being duly authorised, declare that they accept, on behalf of the members of the League which they represent, the above amendment.

The present Protocol will remain open for signature by the members of the League; it will be ratified and the ratifications will be deposited as soon as possible with the Secretariat of the League.
