17.-(1.) This Act may be cited as "The Dangerous Drugs Act, 1920."

(2.) This Act shall come into operation of the 1st day of September, 1920.

BRITISH NOTIFICATION of the Denunciation by Great Britain and the Termination of the Anglo-Liberian Agreement respecting the Manoh River, signed at Monrovia, April 10, 1913.-London, August 31, 1920.*

NOTICE of the decision of His Majesty's Government to terminate the Agreement between Great Britain and Liberia relative to the navigation of the Manoh River, signed at Monrovia on the 10th April, 1913, was given to the Liberian Government by the Acting British Consul-General at Monrovia on the 23rd September, 1919. In accordance with the terms of the notice the Agreement should have ceased to have effect from the 23rd December, 1919, i.e., three months from the date of notification, but in deference to the wishes of the Liberian Government it was agreed that the 23rd March, 1920, should be substituted as the date of termination. The Agreement accordingly ceased to have effect from the latter date, viz., the 23rd March, 1920.

Prior to the termination of the Agreement, assurances were given to the Liberian Government that it was not the intention of His Majesty's Government, after the expiration of the Agreement, to close the Manoh River to navigation or to interfere with its navigation by Liberian vessels. These assurances were confirmed in an official note addressed to the Liberian Government by the Acting British Consul-General at Monrovia on the 24th March, 1920.

BRITISH NOTIFICATION of the Revival of bilateral Treaty Engagements between the British Empire and Austria after notice given in accordance with Article 241 of the Treaty of Peace, signed at Saint-Germain-en-Laye, September 10, 1919.-London, September 22, 1920.+

In accordance with Article 241 of the Treaty of SaintGermain-en-Laye of the 10th September, 1919, notice was given to the Austrian Government on the 22nd September, 1920, that the following bilaterai Treaties between the British Empire and Austria are revived from the date of this notice:

I.-Extradition.

(a.) Treaty signed at Vienna on the 3rd December, 1873, between the United Kingdom and Austria for the mutual surrender of fugitive criminals.

(b.) Declaration signed at London on the 26th June, 1901,|| amending Article XI of the Treaty between the United Kingdom and Austria for the mutual surrender of fugitive criminals.

II.-Money Orders.

Arrangement between the Imperial and Royal Post Office of Austria and the Post Office of India signed at Calcutta, the 27th December, 1905, and at Vienna, the 25th January, 1906, for the exchange of Money Orders between Austria and India, including the modifications which came into • Vol. LXXVIII, page 778.

force from the 1st April, 1913, effected by exchange of notes between the Indian and Austrian Postal administrations, ending with a letter from the Austrian Ministry of Commerce dated the 11th January, 1913.

The use of the words including the Austrian Post Offices establishment in Turkey" under Article 1, is contrary to the stipulation of the Treaty of Saint-Germain-en-Laye. These words are therefore not included in the revival and must be regarded as excised from the arrangement.

BRITISH REGULATIONS repealing and in substitution for Regulation 14 (Fees) of The British Nationality and Status of Aliens Regulations, 1914,"-London, September 29, 1920.*

In the exercise of the powers conferred on me by The British Nationality and Status of Aliens Act, 1914," and all other powers enabling me in that behalf, I, the Right Honourable Edward Shortt, one of His Majesty's Principal Secretaries of State, hereby make the following Regulations:

(1.) The following Regulation shall be substituted for Regulation 14 of The Naturalisation Regulations," which is hereby repealed.

14. The following fees, to which the consent of the Treasury has been obtained, may be taken and shall be applied in the manner hereinafter shown; but this Regulation shall not be in force in any British Possession:

Of the fee of 101. payable in respect of the grant of a certificate of naturalisation, 1. shall be payable on the submission of the application for a certificate, and shall in no circumstances be returned; and the remaining 91. shall be payable on the receipt of the decision to grant a certificate.

(2.) Copies of "The Naturalisation Regulations" printed after the date of these Regulations under the authority of His Majesty's Stationery Office may be printed with the foregoing Regulation in substitution for the Regulation 14 hereby repealed.

(3.) These Regulations may be cited as "The Naturalisation Regulations, 1920," and "The Naturalisation Regulations as amended by these Regulations may be cited as "The Naturalisation Regulations."

(4.) The Regulations shall come into force on the 1st November, 1920.

NOTIFICATION concerning the conditions accepted by the Austrian Government for the payment of the Debts of British and Austrian Nationals in accordance with the provisions of Section 3 and Annex thereto of Part X of the Treaty of Peace, signed at SaintGermain-en-Laye, September 10. 1919.-London, October 13, 1920.*

As a result of discussions which took place in London between the Board of Trade and the Austrian Minister of Finance, the attached memorandum was communicated to the Austrian Government by His Majesty's Representative at Vienna on the 27th August.

In reply, a note dated the 2nd October has been received by His Majesty's Representative from the Austrian Secretary of State for Foreign Affairs, of which a translation is given below.

(Translation.)

"By a note dated the 27th August, 1920, His Britannic Majesty's Government made known the conditions subject to which Section 3 and the Annex thereto of Part X of the Treaty of Saint-Germain between the United Kingdom and the British Colonies and Protectorates, with the exception of Egypt, on the one hand and the Austrian Republic on the other, would be applied.

The Government of the Austrian Republic would accept those conditions with an expression of thanks, and declares it will take the necessary steps to ensure their observance and execution by the Austrian Republic and its citizens in so far as the United Kingdom and India and New Zealand, which have notified their adhesion within the time appointed, are concerned. The Austrian Government. however, takes this opportunity of expressing the hope that still further facilities will be granted to it and to its citizens as regards the settlement of private pre-war debts.

Memorandum.

His Britannic Majesty's Government having given notice that they adopt Section 3 and the Annex thereto of Part X of the Treaty of Saint-Germain as between Austria on the one hand and the United Kingdom and the British Colonies and Protectorates, with the exception of Egypt, on the other "London Gazette," October 15, 1920.
