EXCHANGE OF NOTES between the Finnish and Swedish Governments recognising the Russo-Swedish Declaration of July 3, 1917, respecting Timber floating on the Rivers Torneå and Muonio, as being in force between Finland and Sweden.-Helsingfors, May 10, 1920.

Sir,

Helsingfors, May 10, 1920. In accordance with instructions received from the Royal Swedish Government, I have the honour to inform your Excellency that the Royal Swedish Government is prepared, for its part, provided that it receives a similar declaration from the Finnish Government, to recognise that the Declaration concluded between Sweden and Russia, the 3rd July/20th June, 1917, regulating the floating of timber in the rivers Torneå and Muonio, together with the Regulation attached thereto concerning the floating of forest produce in the boundary rivers Torneå and Muonio, shall be considered as having been and being in force as regards relations between Sweden and Finland, until a new agreement be substituted, subject to the right of denunciation. provided for in the said Declaration.

Ministry for Foreign Affairs, Helsingfors, May 10, 1920. I HAVE hereby the honour to acknowledge the receipt of your Note dated the 10th May, 1920, and to inform you that the Finnish Government is prepared for its part, provided it receives a similar declaration from the Royal Swedish Government, to recognise that the Declaration concluded between Sweden and Russia, the 3rd July/20th June, 1917, regulating the floating of timber in the rivers Torneå and Muonio, together with the Regulation attached thereto concerning the floating of forest produce in the boundary rivers of Torneå and Muonio, shall be considered as having

AGREEMENT between Finland, Germany and Sweden concerning the Demolition of the Fortifications and other Military Establishments erected on the Åland Islands.Stockholm, December 30, 1918.

THE Royal Swedish Government, the Government of Finland and the German Government, having agreed to enter into negotiations regarding the removal or dismantling of the fortifications and other military establishments erected on the Åland Islands, have for this purpose appointed the Plenipotentiaries designated hereinafter, to wit:

The Royal Swedish Government :

Herr E. B. Trolle, formerly Minister for Foreign
Affairs; and

Herr C. J. Sandgren, Chamberlain, Head of the
Archives Department of the Swedish Foreign
Office.

The Finnish Government:

Herr A. Gripenberg, Councillor of State, Finnish
Minister in Stockholm, and Herr W. Isaksson,
Governor of the County of Aland.

The German Government:

Captain R. von Fischer-Lossainen, Naval Attaché to the German Legation at Stockholm.

Who, after having communicated to each other their respective full powers, found in good and due form, have agreed as follows:

ART. I. The fortifications and other military establishments which have been erected in different places on the Åland Islands shall be removed, or, where this is not possible, shall be rendered useless as such, in the manner described in detail in this Agreement.

The fortifications and other military establishments referred to in this Agreement are the following:

The fortifications at Salis, Frebbenby, Mellantorp, Kungsö, Korsö, Herröskatan, Brottö-Storklobb, Kökar, Boxö and Hamnö.

The wireless stations on Kasberget and Prestö and on Lotsberget off Mariehamn.

The flying stations at Granboda and on Eckerö.

The military telephone (telegraph) lines; and the field defences and barbed-wire entanglements.

II. The demolition of the fortifications and other military establishments referred to in Article I shall be carried out in the following manner :

The Fortifications at Salis.

The battery with gun emplacements, fire direction stations, ammunition magazines and store-rooms, trenches, &c., shall be demolished by blasting;

All material, such as guns, ammunition, &c., as well as barracks and other buildings shall be removed;

The road between the barracks and the battery shall be rendered useless as a road;

The road which leads from the barracks into the road from the village of Salis to Strömma shall be rendered useless for military purposes; provided that a road usable for civilian purposes, of a breadth corresponding to that of the road from Salis to Strömma, shall be left.

The Fortifications at Frebbenby.

The battery with gun emplacements, fire direction stations and ammunition magazines shall be rendered useless for its purpose, the site to be restored, as far as possible, to the condition in which it was previous to the erection of the fortifications;

All material, such as guns and ammunition, and the wooden fire direction station shall be removed;

The barracks, stables, store-house, bakery, bath-house and other buildings, as well as the road to the battery, shall be left in their present condition.

The Fortifications at Mellantorp.

The battery with gun emplacements, fire direction stations, ammunition magazines and store-rooms, shall be demolished by blasting;

All material, such as guns, ammunition, &c., as well as the barracks and the store-house situated close to the battery shall be removed;

The road between the barracks and the battery shall be rendered useless as a road;

The road which leads from the barracks into the road between Västansunda and Samuelstorp shall be left in its present condition.

The Fortifications at Kungsö.

The battery with gun emplacements, fire direction stations, ammunition magazines and store-rooms, &c., shall be demolished by blasting;

All material such as guns, ammunition, &c., shall be removed;

The road between the barracks and the battery shall be rendered useless as a road;

The buildings, to wit the barracks, stables, blacksmith's workshop, bath-house, &c., as well as the road between the barracks and Godtby shall be left in their present condition.

The Fortifications at Korsö.

The gun emplacements and the searchlight emplacement shall be demolished by blasting;

The fire direction station and ammunition magazines shall be rendered useless for their purpose;

All material, such as guns, ammunition, &c., as well as the buildings shall be removed.

The bridge shall be left in its present condition.

The Fortifications at Herröskatan.

The battery with gun emplacements, fire direction stations, ammunition magazines and store-room (also field trenches and tunnel), &c., shall be demolished by blasting;

All material, such as guns, ammunition, &c., shall be removed;

Buildings appertaining to the establishment as well as the bridge shall be left in their present condition.

The Fortifications at Brottö-Storklobb.

The battery with gun emplacements, fire direction station, ammunition magazines and store-room, &c., shall be demolished by blasting;

All material, such as guns, ammunition, &c., as well as all the buildings shall be removed.

The quay shall be left in its present condition.

The Fortifications at Kökar.

The battery with gun emplacements, fire direction stations, ammunition magazines and store-rooms, &c., shall be demolished by blasting;

The wireless station shall be removed;

All material, such as guns, ammunition, &c., as well as all the buildings, except the store-shed mentioned below, shall be removed;

The bridge, as well as the small store-shed situated near it, shall be left in their present condition;

The roads shall be left in their unfinished state, the rails having been removed.

The Fortifications at Boxö.

The battery with gun emplacements, ammunition magazines and store-rooms, &c., and the fire direction station (200 metres south-west of the battery) shall be demolished by blasting;

All material, such as guns, ammunition, &c., as well as all the buildings and the large bridge shall be removed;

The roads shall be left in their unfinished state, the rails having been removed;

The little bridge and the trench for the cable between the battery and the fire direction station shall be left in their present condition.

The Fortifications at Hamnö.

The battery with

gun emplacements,

ammunition magazines and store-rooms, fire direction station, &c., shall

be demolished by blasting;

All material, such as guns, ammunition, &c., as well as all the buildings shall be removed.

The Wireless Station on Kasberget.

All material and all the buildings shall be removed.

The Wireless Station at Prestö.

All material shall be removed. All the buildings and the bridge shall be left in their present condition.

The Wireless Station on Lotsberget off Mariehamn.

The station shall not be demolished.

The Flying Station at Granboda:

All material, landing-grounds and one of the hangars shall be removed;
