Description of Program Conducted In-house: 12 FTE, $881.5K - To conduct and promote research and advanced technology development in the application of Satellite Remote Sensing of the earth and atmosphere in support of our National needs.

For each item that contains external research included in the tables found on pages 142-148 of the "NOAA FY 1998 Budget Request" summary document accompanying the Joint Explanatory Statement, please provide the following:

Q7a. The estimated amount (dollar level) and description of the part of the program to be conducted through external grants.

Q7b. The estimated amount (dollar level) and description of the part of the program conducted in-house, and an estimate of any NOAA FTE's that are charged to the program.

Q7c. The amount of estimated administrative charges-both dollar level and as a percentage of the extramural portion of the program.

For those programs that do have external research, simply designate as such.

Answer:

A table providing the numerical data requested is attached (Attachment B). With regard to explanations of the external vs. internal research planned for FY 1998, unless the item is not requested in FY 1998, the division and characterization of activity will be the same as in FY 1997. Again, as with Question #6, we suggest that administrative charges be compared to the total program and not just the extramural element.

Q10. By location (city and state), please identify every NOAA office located in the United States or foreign countries. For each office for FY 1996, FY 1997, and FY 1998, please provide the number of employees, the funding to maintain the office staff and office space, and the programmatic funding administered by each office. (Please update the

following table which contains information provided in response to a similar question submitted by the Subcommittee to NOAA in 1996 with respect to NOAA's FY 1997 budget request.)

Answer:

Attached (Attachment C) is an analysis which NOAA has prepared as information for each Member of Congress. It provides most of the information included in the question. The question as asked could require considerable amount of staff time to develop and would not be available for some time.

This report includes fiscal year 1996 obligations for the National Oceanic and Atmospheric Administration (NOAA) organizations for all appropriations and reimbursable funds. The fiscal year 1996 non-grant funds are dollars spent by NOAA organizations at the identified locations. The grant obligations are amounts awarded to the recipient identified.

Fiscal years 1997 and 1998 estimates are based on programmatic changes and anticipated reimbursable activity.
