PRESENT: THE KING'S MOST EXCELLENT MAJESTY IN COUNCIL.

WHEREAS by "The Consular Salaries and Fees Act, 1891," His Majesty the King is authorised, by Order in Council, to fix the fees to be taken in respect of any matter or thing done by a consular officer in the execution of his office, and to vary such fees by way of increase or decrease, and to abolish fees, and to create new fees;

And whereas it is expedient that the tables of fees, as now fixed by "The Consular Fees (General) Order in Council, 1906," "The China (Consular and Marriage Fees) Order in Council, 1906," and "The Japan (Consular and Marriage Fees) Order in Council, 1906," should in certain respects be amended.

Now, therefore, in pursuance of the before-mentioned Act, His Majesty is pleased, by and with the advice of his Privy Council, to order, and it is hereby ordered, as follows:—

1. This Order may be cited as The Consular Fees (Amendment) Order in Council, 1919."

2. The following fee is hereby established, and shall b deemed to be substituted for Fee No. 75 in Part II of the Table of Fees annexed respectively to "The Consular Fer (General) Order in Council, The China (Consular ar Marriage Fees) Order in Council, 1906," and "The Jap (Consular and Marriage Fees) Order in Council, 1906":75. Visa of a passport valid for a single journey, fi shillings (58.).

"Ditto, valid for more than a single journey, one pour (17.)."

3. In all copies of the Orders in Council referred to in ti preceding articles which may be printed after the commer. ment of this Order, the fee directed by this Order to be var in the tables of fees annexed to the said Orders shall be th varied.

BRITISH ORDER IN COUNCIL making further provision for the exercise of Jurisdiction over British Companies in China.-London, October 9, 1919.*

WHEREAS by treaty, grant, usage, sufferance, and other lawful means, His Majesty the King has jurisdiction in China:

And whereas it is desirable to make further provision with reference to the exercise of jurisdiction over British companies carrying on business within the limits of this Order:

Now, therefore, His Majesty, by virtue and in exercise of the powers in this behalf by "The Foreign Jurisdiction Act, 1890," or otherwise, in His Majesty vested, is pleased, by and with the advice of his Privy Council, to order, and it is hereby ordered, as follows:

1. This Order may be cited as "The China (Companies) Amendment Order in Council, 1919," and shall be read as one with "The China (Companies) Order in Council, 1915."'+ 2. In this Order

“The Fire and Marine Insurance Companies Ordinance " means "The Fire and Marine Insurance Companies Ordinance, 1917, of the Colony of Hong Kong," and includes Any Ordinance amending or substituted for the same.

"The Ordinance means "The Companies Ordinance, 911, of the Colony of Hong Kong," and includes any Ordinance amending or substituted for the same.

3. Where the general or substantial control of the business a company incorporated under the Ordinance is exercised a person or persons ordinarily resident within the limits of is Order, such company shall, irrespective of the place at "London Gazette." October 10, 1919. From Vol. CIX, page 460.

which the board of directors may meet, or of any other circumstances, be deemed to be a company of which the operations are directed and controlled from a place within the limits of this Order, and shall be a China company within the meaning of "The China (Companies) Order in Council,

1915."

4.-(1.) No person, other than a British subject resident within the limits of this Order, shall act as managing director or in any position similar to that of managing director, or shall otherwise exercise general or substantial control of the business of a China company.

(2.) If default is made in compliance with this article the company shall be liable to a fine not exceeding 50 dollars for every day during which the default continues, and every director and every manager of the company who knowingly authorises or permits the default shall be liable to the like penalty.

(3.) Failure to comply with the provisions of this article. shall be a ground upon which an order for winding up the company may be made by the Court.

(4.) This article shall come into force sixty days after the publication of this Order.

5. All documents and other written information which a company is required by the Ordinance to file with the Registrar of Companies shall, in the case of a China company, be filed with the Registrar of Companies at Shanghai, and a copy of all such documents and other written information shall, in the case of a Hong Kong China company, be filed with the Registrar of Companies at Shanghai.

6. (1.) The provisions of the Fire and Marine Insurance Companies Ordinance shall be applied to China companies and Hong Kong China companies.

(2.) All acts done within the limits of this Order in pursuance of the Fire and Marine Insurance Companies Ordinance by, to, with, or before the Registrar of Companies at Shanghai shall, subject to the provisions of this Order, be of the same force and validity as if they had been done by, to, with, or before the Registrar of Companies in Hong Kong.

(3.) The Registrar of Companies at Shanghai shall be entitled to initiate such proceedings as he may think necessary to enforce compliance with the provisions of this Order.

7. (1.) Subject to the provisions of this Order the juris diction of the Court in respect of China companies and Hon Kong China companies shall be exercised, so far as circum stances admit, in conformity with the provisions of th Fire and Marine Insurance Companies Ordinance.

(2.) The duties of the Governor or of the Governor i Council under Sections 5 (2), 5 (5), 6 (2), and 7 (1), and

paragraphs 2, 3, and 7 of the First Schedule of the Fire and Marine Insurance Companies Ordinance shall, within the limits of this Order, be exercised by the Minister.

(3.) All offences under the Fire and Marine Insurance Companies Ordinance made punishable by fine may, if committed within the limits of this Order, be prosecuted summarily under Article 48 of "The China Order in Council, 1904," provided that the maximum fine which can be imposed in the case of offences tried summarily shall be 2001. instead of 201.

8. All fees prescribed by or under the Fire and Marine Insurance Companies Ordinance which are paid to the Registrar of Companies at Shanghai shall be paid by him to the Colonial Treasurer at Hong Kong.

9. This Order shall come into effect on the 1st day of January, 1920.

BRITISH REGULATIONS amending Regulation 6 of "The Naturalisation Regulations, 1914" (Form of Declaration of Alienage).-London, October 18, 1919.

In the exercise of the powers conferred upon me by British Nationality and Status of Aliens Act, 1914,"* and of all other powers enabling me in that behalf I, the Right Honourable Edward Shortt, one of His Majesty's Principal Secretaries of State, hereby make the following Regulations:—

1. The following words shall be inserted after the words. naturalised as a British subject" in Regulation 6 of "The Naturalisation Regulations, 1914" (which relates to the form of declarations of alienage):

"(or being the wife of A.B., a person whose certificate of naturalisation has been revoked within six months before the present date, and being also the mother of the following minor children of the marriage of the said A.B. and myself, namely, )."

2. Copies of "The Naturalisation Regulations, 1914," printed after the date of these Regulations under the authority

of H.M. Stationery Office, may be printed with the insertion of the words which by these Regulations are directed to be inserted.

3. These Regulations may be cited as "The Naturalisation Regulations, 1919."

BRITISH NOTIFICATION relative to the continuance of the Anglo-Belgian Declaration of April 15, 1916, regarding Military Penal Jurisdiction.-London, November 11, 1919.*

His Britannic Majesty's Government and the Government of His Majesty the King of the Belgians agree that the Anglo-Belgian Declaration of the 15th April, 1916, regarding military penal jurisdiction, shall remain in force until a Declaration is made to the contrary.

BRITISH ORDER amending The Air Navigation Regulations, 1919."-London, November 17, 1919.‡

In pursuance of the powers conferred upon me by “The Air Navigation Acts, 1911 to 1919," and all other powers enabling me in that behalf, I, the Right Honourable Winston Spencer Churchill, one of His Majesty's Principal Secretaries of State, by Order, make the following regulations amending "The Air Navigation Regulations, 1919."§

1. Regulation I of The Air Navigation Regulations, 1919," shall have effect as though the following provisions were substituted for sub-section (7) thereof: —

(7.) The aircraft shall not land in any prohibited area as defined by this Regulation, and shall not fly over such area at a lower altitude than 6,000 feet.
