A. POSSIBLE REMEDIAL REVISIONS TO THE RULES OF PROCEDURE OF THE NORTH ATLANTIC ASSEMBLY

NORTH ATLANTIC ASSEMBLY

The North Atlantic Assembly is a body of parliamentary
delegates who usually meet once a year in plenary session
and who are selected from among the members of national
parliaments of member countries to the Atlantic Alliance
by the procedure best suited to each country. A member
of government cannot be a delegate to the Assembly.

REVISIONS

Revision 1: First Introductory Paragraph.
Purpose: To increase the effectiveness of the Assembly's
meeting schedule and to reflect a decision by the Assembly
to become a more representative body.

NORTH ATLANTIC ASSEMBLY

The North Atlantic Assembly is a body of parliamentary delegates who usually meet (once) TWICE a year in plenary session WITH THE FALL MEETING CONVENING IN NORTH AMERICA. THE DELEGATES (and who) are selected from among the members of national parliaments of member countries of the Atlantic Alliance by the procedure best suited to each country (.), BUT WITH THE OBJECTIVE OF INCLUDING REPRESENTATIVES OF THE MAIN POLITICAL PARTIES IN EACH COUNTRY.

AIMS

The Assembly, by virtue of its membership drawn from the various national parliaments, provides a link between the responsible NATO authorities and these parliaments. Through its discussions, it helps to promote a common feeling of Atlantic solidarity in the various legislative assemblies and to further the aims of the Atlantic Alliance.

Revision 2: Second Introductory Paragraph.

Purpose: To reflect a decision by the Assembly that the Assembly can most usefully direct its work back through the national parliaments.

AIMS

The Assembly, by virture of its membership drawn from the various national parliaments, provides a link between the responsible NATO authorities and these parliaments. Through its discussions, it helps to promote a common feeling of Atlantic solidarity in various legislative assemblies and to further the aims of the Atlantic Alliance (.), SPECIFICALLY BY PROMOTING ACTIONS IN THE NATIONAL PARLIAMENTS THAT WILL STRENGTHEN THE POLITICAL, ECONOMIC, AND MILITARY FOUNDATIONS OF THE ALLIANCE.

1. During the annual session the Assembly shall nominate its Standing Committee upon the proposal of each national delegation. Before the closing of the session the Assembly shall proceed to the election of its officers.

2. Candidates for the offices of President, Vice-President or Treasurer must be sponsored in writing by three or more delegates and their candidature approved by the Standing Committee.

Revision 3: Section I. Article 1. Paragraph 1. Purpose: To reflect a decision by the Assembly to hold two sessions a year instead of one.

1. During the (annual session) SECOND OF THE TWO SEMI-ANNUAL SESSIONS the Assembly shall nominate its Standing Committee upon the proposal of each national delegation. Before the closing of the session the Assembly shall proceed to the election of its officers.

3. The officers shall consist of a President, three Vice-
Presidents, including the retiring President, and the
Treasurer. The President and two Vice-Presidents shall
be elected by secret ballot. The Vice-Presidents shall be of
different nationalities, and North America shall always
be represented among the officers.

4. In case unforeseen circumstances should prevent the
President elect from exercising his functions during the
period of his mandate, he shall be replaced by one of the
Vice-Presidents.

5. The officers shall be elected by those delegates and alternates present and entitled to vote.

Article 2.

1. If, after two ballots, no candidate for President has obtained an absolute majority of the votes cast, the candidate who, in the third ballot, obtains the most votes, shall be elected. In the event of a tie, the issue shall be decided by lot. If there is only one candidate, the President may be elected by acclamation.

longest term of office shall not be eligible for re-election

3. The Treasurer shall be elected during the (annual session) SECOND OF THE SEMI-ANNUAL SESSIONS but, in exceptional circumstances, this right is delegated to the Standing Committee. He shall hold office from 1st April of the year following (the annual session) HIS ELECTION until 31st March of the succeeding year.

Article 3.

The President, or, failing him, a Vice-President designated by him, shall preside over the Assembly until the new President's election is announced.

The President shall open sittings and declare recesses and adjournments thereof. He shall also maintain order, enforce the Rules, draw the attention of the Assembly to matters which concern it, call on speakers, guide the debates, propose the closing of the list of speakers, announce the business of the meeting, put the question on motions before the Assembly and announce the results of votes. The ruling of the President on all procedural matters shall be final.

Article 5.

1. If the President is unable to preside, the chair shall be taken by one of the Vice-Presidents.

2. If the President wishes to take part in a debate, he shall call on one of the Vice-Presidents to take the chair.

The President shall forward copies of all recommendations and resolutions, opinions and orders adopted by the Assembly to the North Atlantic Council and to the pre

III. THE STANDING COMMITTEE

Article 7.

1. The Standing Committee shall consist of one member,
with a deputy, from each delegation with right of sub-
stitution. The President, the Vice-Presidents and the
Treasurer shall be members of the Standing Committee
ex officio.

2. The President, the Vice-Presidents and the Treasurer
shall be entitled to vote in the Standing Committee meet-
ings only if they are the representative of their delegation
on the Committee or, alternatively, if the member repre-
senting their delegation is absent.

3. Meetings of the Standing Committee shall be sum-
moned by the President.

4. The Standing Committee may invite Chairmen and
General Rapporteurs of the Assembly's Committees to
attend its meetings. They may speak but shall not be
entitled to vote.

Article 8.

1. The main tasks of the Standing Committee shall be: (a) to represent the interests of the Assembly be

(b) to draw up and circulate after due consultation
the proposed agenda of the next session of the As-
sembly not less than three weeks before the opening
date, and to establish the date and place;

(c) to prepare the Assembly's budget and adopt it provisionally;
