(d) to manage the Assembly's funds in accordance with its budget and to present the account of these to each session. The Treasurer is responsible for the administration of these funds;

(e) to take all useful measures for the next meeting
of the Assembly;

(f) to take all possible steps through the North
Atlantic Council and by other appropriate methods
to secure the implementation of the recommendations
(g) to set up sub-committees on any matter, when-
and resolutions of the Assembly;
ever this may be necessary.

2. Each member of the Standing Committee shall have
one vote. When a decision to be taken involves additional
expenditure, the votes shall be weighted, to take account
of the size of national contributions, in accordance with
directions set out in Appendix II, subject to Article 7, 2
above.

Article 9.

1. The Standing Committee shall appoint and dismiss the Secretary General, who shall be under the direct authority of the President.

2. The Standing Committee shall determine the position and powers of the Secretary General.

3. The Standing Committee shall determine the number and grade of the employees in the Secretariat.

4. The Standing Committee shall appoint and dismiss the Assistant Secretary General and the Finance Officer.

Revision 5: Section III, Article 8. Paragraph 1. Subparagraph f.

Purpose: To reflect a decision by the Assembly to focus
its efforts on the decision-making process of the national
governments and parliaments as well as NATO institutions.

f. to take all possible steps (through the North Atlantic
Council and by other appropriate methods) IN CO-
OPERATION WITH NATIONAL PARLIAMENTS,
THE GOVERNMENTS OF THE ALLIANCE MEM-
BERS, AND THE NATO INSTITUTIONS to secure the
implementation of the recommendations and resolutions
of the Assembly.

IV. THE TREASURER

Article 10.

1. The Treasurer shall be a parliamentarian who is a delegate to the Assembly. He shall be a member of the Standing Committee, without the right to vote unless he be his country's representative on the Committee. 2. It shall be the Treasurer's duty:

(a) to present to the Standing Committee before 1st November a draft budget for the following

calendar year;

(b) to present to the Assembly the budget approved by the Standing Committee for the following calendar year;

(c) to present to the Standing Committee before
1st July audited accounts for the preceding calendar
year;

(d) to supervise generally the financial adminis-
tration of the International Secretariat. He shall
have the power of signature in all financial matters.
The Finance Officer shall be financially responsible
to him.

V. MEMBERSHIP

Article 11.

1. The number of delegates to the Assembly shall be 172 as set out in Appendix I.

2. Every delegate may have one or more alternates, only one of whom may vote in his place.

3. Delegates shall be appointed, where possible, for a minimum period of one year.

4. Members of the Assembly must be members of their
national parliament. If they cease to be so they may con-
tinue their functions at the Assembly until a successor has
been designated or for a maximum of six months. This
applies to the Treasurer of the Assembly only insofar as
it conforms with Article 2, paragraph 3.

Article 12.

1. Credentials of delegates shall be sent, whenever pos-
sible, by the presiding officers of the Houses of Parliament
of the countries participating in the work of the Assembly
on a form which shall be forwarded to them by the Presi-
dent of the Assembly before the end of February of each
year and which should be returned to him as soon as
possible.

2. At the beginning of each session, a Credentials Com-
mittee of five delegates designated by the Assembly shall
examine these credentials and shall at once report to the
Assembly on the validity of the appointments in so far
as no claim nor contestation is presented.

3. Credentials remitted by the parliaments in the course of the session shall be examined by the Credentials Committee which shall report immediately to the Assembly.

Revision 6: Section V. Article II. NEW PARAGRAPH

Purpose: To reflect a decision by the Assembly to be-
come a more representative body, including participation
of parliamentarians with direct responsibilities relating to
Atlantic relations.

5. DELEGATIONS SHOULD SEEK TO ENSURE
THAT THEIR COMPOSITION IS REFLECTIVE OF
THE POLITICAL COMPOSITION OF THE NA-
TIONAL PARLIAMENT AS WELL AS OF THOSE
MEMBERS WITH RESPONSIBILITIES RELATING
TO ATLANTIC RELATIONS.

4. Credentials which are the subject of a claim or are contested shall be examined by the Credentials Committee, which shall report to the Assembly without delay. 5. Any delegate whose credentials are contested shall take his seat provisionally with the same rights as other delegates until the Assembly has reached a decision in his

case.

VI. MEETINGS

Article 13.

1. Unless the Assembly decides to the contrary, all its sittings shall be in public.

2. The President may authorize members of the public to be admitted to the galleries. They shall remain seated and silent. Members of the public shall leave the galleries when the Assembly holds a closed sitting.

Article 14.

1. Non-members of the Assembly may be invited by the President to address the Assembly, with the consent of the Standing Committee.

2. Non-members of the Assembly may be invited by the President to attend sessions of the Assembly as observers. Subject to the decision of the President, non-members of the Assembly shall leave the chamber during closed sittings.

Article 15.

1. No delegate shall address the Assembly unless called upon by the President.

2. Rapporteurs presenting reports of their Committees
shall have precedence over other speakers.

3. The list of speakers for each item on the orders of the
day for a sitting will be closed fifteen minutes after the
presentation of the report (s).

4. When the time available for debate seem insufficient
the Assembly may at the suggestion of the President, on
the closing of the list of speakers, decide on a time limit,
which shall not be less than five minutes, for speeches.
Such a proposal shall be voted upon without discussion.
Rapporteurs presenting reports of their Committees shall
not be subject to a time limit.

Revision 7: Section VI. Article 15, Paragraphs 2, 3, 4, 6.
Purpose: To reflect a decision by the Assembly to cease
the practice of voting on committee reports in plenary
session; to facilitate debate in plenary session on recom-
mendations, resolutions, opinions, or orders; and to permit
more general debate on questions brought before the
Assembly.

2. Rapporteurs presenting (reports of) MATTERS
EMANATING FROM their Committees shall have
precedence over other speakers.

3. The list of speakers for each item on the orders of the day
for a sitting will be closed (fifteen) THIRTY minutes after
(the presentation of the reports (s)) DEBATE ON THE
ITEM HAS OPENED. DELEGATES SHALL BE 888
ENROLLED ON THE LIST AS FAVORING, IN OP-
POSITION, OR UNDECIDED REGARDING THE
QUESTION AT HAND. THE PRESIDENT SHALL
ALTERNATE SPEAKERS BASED ON THESE CATE-
GORIES AND THE ORDER IN WHICH SPEAKERS
ARE ENROLLED.

4. When the time available for debate seems insufficient
the Assembly may at the suggestion of the President, on
the closing of the list of speakers, decide on a time limit,
which shall not be less than five minutes, for speeches.

Rapporteurs presenting (reports of) BUSINESS FROM
their Committees shall not be subject to a time limit.
