6. The vote by a roll-call of national delegations shall
be taken within each national delegation and shall then be
recorded by delegation.

7. The roll-call shall be called by national delegations
in their English alphabetic order after an interval of five
minutes to ascertain and record the individual voting
figure in each delegation. For each delegation, the maxi-
mum number of votes that may be cast shall correspond to
that of its members. The numbers of votes that may be
cast by a delegation shall be calculated in accordance with
the number of members of the delegation present at the
moment of the vote, no delegate being entitled to cast
more than one vote.

8. At the request of two or more national delegations,
the system of roll-call set out in subparagraphs 6 and 7
above may be replaced by a roll-call vote of national dele-
gations in which each delegation shall (depending on the
number of delegates present) cast up to the number of
votes allotted to it in Appendix I to these Rules of Pro-
cedure, though no delegate shall be entitled to cast more
than two votes.

9. The vote by roll-call of national delegations de-
scribed in sub-paragraph 8 above shall be taken within
each national delegation and shall then be recorded by
delegation.

10. The roll-call shall be called by national delegations in their English alphabetical order after an interval of five minutes to ascertain and record the voting figure in each delegation. The number of votes that may be cast by a delegation shall be calculated in accordance with the number of members of the delegation present at the moment of the vote. The total number of votes cast by a delegation shall not exceed twice the number of delegates present at the moment of the vote, neither shall it exceed the number of votes allotted to it in Appendix I to these Rules of

Procedure.

11. Only affirmative and negative votes shall count in
calculating the number of votes cast: this shall also apply
to voting by show of hands.

12. The President shall be responsible for the counting
of votes and shall announce the result. The votes shall be
recorded in the Minutes of Proceedings of the Sitting.

13. In the case of appointments, voting shall take place
by secret ballot. Only those papers bearing the names of
persons who have been duly entered as candidates shall be
taken into account for the purpose of calculating the num-
ber of votes cast.

Article 26.

The majorities required are the following:

(a) in respect of a draft recommendation, a decision that the credentials of a delegate or delegates are invalid, the adoption of urgent procedure, and the setting up of a committee: majority of two-thirds of the votes cast;

(b) in respect of appointments in accordance with the dispositions of Article 2: an absolute majority of majority at the third ballot; the votes cast at the first and second ballots and a relative

(c) in respect of a draft resolution, opinion or order, or a proposal to refer a matter back to committee and any other decision not specifically mentioned in this Article: a simple majority of the votes cast.

VIII. COMMITTEES

Article 27.

1. The Assembly shall set up the following general

Committees:

(a) Political Committee.

(b) Military Committee.

(c) Economic Committee.

(d) Scientific and Technical Committee.

(e) Committee

and Information.

Education, Cultural Affairs

Other Committees may be appointed.

2. (a) The United States has ten seats in the Political
Committee, eight seats in both the Military and Economic
Committees, six seats in the Scientific and Technical
Committee, and four seats in the Committee on Educa-
tion, Cultural Affairs and Information;

(b) France, the Federal Republic of Germany, Italy and the United Kingdom have five seats each in the Political Committee, four seats each in the Military and Economic Committees, three seats each in the Scientific and Technical Committee, and two seats each in the Committee on Education, Cultural Affairs and Informa(c) Canada has three seats in both the Political and Military Committees, and two seats in each of the other tion; Committees;

(d) Turkey has two seats in each Committee;

(e) Belgium, Greece and the Netherlands have two seats each in the Political and Military Committees and one seat each in the other Committees;

(f) Denmark, Norway and Portugal each have one seat
on every committee;

(g) Iceland and Luxembourg, each of which has a
total of three seats, may sit in each of the Committees.
3. The Assembly shall have power to vary the total
number of seats to be allotted to each participating

country.

4. Delegates may represent their national delegation in more than one Committee.

5. Besides the regular members, alternates of the same nationality may be appointed for each Committee.

ARTICLE 28.

The first meeting of each Committee shall be summoned by the President of the Assembly. Subsequent meetings of a Committee shall be called at the discretion of its Chairman subject to the Assembly's programme of work as established by the Standing Committee.

Article 29.

In the course of the annual session, each Committee shall
elect from its members present a Chairman, one or two
Vice-Chairmen and a Rapporteur.

The outgoing officers of a Committee may be re-elected,
but no Chairman, Vice-Chairman or Rapporteur shall be
re-elected to the same office after four years of continuous
service in it.

Rapporteurs shall be responsible for the preparation of
reports and, if adopted in committee, for their introduction
to the Assembly in plenary session.

Article 30.

Draft recommendations, resolutions, opinions and orders
adopted by the Assembly Committees shall be presented
to a Drafting Committee composed of the Standing Com-
mittee with the Chairmen and General Rapporteurs of
the Committees concerned as advisers. The Drafting
Committee will decide on the transmissions of these draft

Purpose: To reflect a decision by the Assembly to hold
two sessions a year; and a decision that reports presented
to the committees will serve as the basis for discussion
and will not be voted up or down by the committees or in
plenary session.

In the course of the (annual) SECOND SEMI-
ANNUAL session, each Committee shall elect from its
