10. The roll-call shall be called by national delegations in their English alphabetical order after an interval of five minutes to ascertain and record the voting figure in each delegation. The number of votes that may be cast by a delegation shall be calculated in accordance with the number of members of the delegation present at the moment of the vote. The total number of votes cast by a delegation shall not exceed twice the number of delegates present at the moment of the vote, neither shall it exceed the number of votes allotted to it in Appendix I to these Rules of Procedure. 11.
