C. 1874. PREFACE. THE preparation of this book was not commenced until the Licensing Act, 1874, had come into operation. The original intention was merely to edit the new Act; but as the work went on it gradually assumed its present shape-a short but, it is hoped, complete treatise upon the whole of the Licensing Laws. The chief portion of the author's time being occupied in carrying these laws into effect, he must, necessarily, have gained some experience in their working, which experience is his sole warrant for producing another book upon the subject.
