NOTICE issued by the High Commissioner for South Afric relative to the Forfeiture of Property in the South Africï Republic or Orange Free State.-Cape Town, January 20 1900.

NOTICE is hereby given that the Government of Her Majesty will not recognize as valid or effectual any forfeiture of any propert situated in the territories of the South African Republic or Orang Free State, or any charges, fines, or encumbrances of whatsoever description declared, levied, or charged upon any such property, or any conveyance, transfer, or transmission of any such property which forfeiture, charge, fine, encumbrance, conveyance, transfer, or transmission has been, or shall be, declared, charged, levied, create, made, or carried into effect by the Governments of the South Africa: Republic or of the Orange Free State subsequently to the 10th day of October, 1899.

Proclamation.

'o the Burghers of the Orange Free State:

THE British troops under my command having entered the Orange Free State, I feel it my duty to make known to all Burghers he cause of our coming, as well as to do all in my power to put an nd to the devastation caused by this war, so that, should they coninue the war, the inhabitants of the Orange Free State may not do o ignorantly, but with full knowledge of their responsibility before tod for the lives lost in the campaigu.

Before the war began the British Government, which had always lesired and cultivated peace and friendship with the people of the Orange Free State, gave a solemn assurance to President Steyn that, f the Orange Free State remained neutral, its territory would not be avaded, and its independence would be at all times fully respected y Her Majesty's Government.

In spite of that declaration, the Government of the Orange Free itate was guilty of a wanton and unjustifiable invasion of British erritory.

The British Government believes that this act of aggression was not committed with the general approval and free will of a people vith whom it has lived in complete amity for so many years. It ›elieves that the responsibility rests wholly with the Government of he Orange Free State, acting, not in the interests of the country, ut under mischievous influences from without. The British Government, therefore, wishes the people of the Orange Free State o understand that it bears them no ill-will, and, as far as is compatible with the successful conduct of the war, and the re-establishnent of peace in South Africa, it is anxious to preserve them from he evils brought upon them by the wrongful action of their Govern

nent.

I therefore warn all Burghers to desist from any further hostility cowards Her Majesty's Government and the troops under my comnand, and I undertake that any of them, who may so desist and who are found staying in their homes and quietly pursuing their ordinary occupations, will not be made to suffer in their persons or property on account of their having taken up arms in obedience to the order of their Government. Those, however, who oppose the forces under

iny command, or furnish the enemy with supplies or information v be dealt with according to the customs of war.

Requisitions for food, forage, fuel, or shelter, made on the authority of the officers in command of Her Majesty's troops, m be at once complied with; but everything will be paid for on t spot, prices being regulated by the local market rates. If the ins 19 tants of any district refuse to comply with the demands made them, the supplies will be taken by force, a full receipt be given.

Should any inhabitant of the country consider that he or s member of his household has been unjustly treated by any offe soldier, or civilian attached to the British army, he should sub: his complaint, either personally or in writing, to my head-quarters to the head-quarters of the nearest General Officer. Should t complaint on inquiry, be substantiated, redress will be given.

Orders have been issued by me prohibiting soldiers from enteri
private houses, or molesting the civil population on any pret
whatever, and every precaution has been taken against injury
property on the part of any person belonging to or connected wit
the army.

of the Orange Free State that the railway service shall be resurs in the aforesaid Republic, as far as circumstances permit:

Now, therefore, I, Frederick Sleigh, Baron Roberts of Kandahs K.P., G.C.B., G.C.S.I., G.C.I.E., V.C., Field-Marshal and Co manding-in-chief the British forces in South Africa, do here? appoint Lieutenant-Colonel Edouard Percy Cranwill Girouar D.S.O., Director of Railways, South African Field Force, Admin trator of the State Railways in such portions of the Orange Fr State as have been or may hereafter be occupied by British troops And I do hereby order that the railway and railway-telegr services shall be resumed in the portions of the aforesaid Repub already referred to, from the 19th day of March, 1900, under the existing Laws and Conventions of the Orange Free State, subject
