This procedure is adopted because the profit on exchange is excluded from the original Commission's estimate of future Revenue, and if it were included in the Statement of actual Revenue here given an unfair comparison would result. On the other hand, any loss on exchange is included in the Statement of actual Expenditure and in the Commission's estimate of Expenditure for future years. In these circumstances the Tables are, of course, not entirely satisfactory; but as their object is a comparison, not of Revenue with Expenditure, but of actual Revenue and Expenditure with the Commission's estimates, the lesser evil has been chosen, and the Tables serve, at any rate, to show that the results attained have been much more favourable than was anticipated by the original Commission. The following statistical information relating to Revenue and Expenditure, Imports and Exports and the rate of Exchange is partly taken from a valuable Report to the Foreign Office (published in March last), by Mr. H.
