BRITISH NOTIFICATION of the Anglo-French Declaration respecting the powers of Military Tribunals.-London, December 15, 1915.*

His Britannic Majesty's Government and the Government of the French Republic agree to recognise during the present war the exclusive competence of the tribunals of their respective armies with regard to persons belonging to these armies, in whatever territory and of whatever nationality the accused may be.

In the case of infringements committed jointly or in complicity by individuals belonging to these two armies the French authors or accomplices shall be handed over to the French military jurisdiction and the British authors or accomplices shall be handed over to the British military jurisdiction.

The two Governments further agree to recognize during the present war the exclusive competence in French territory of French justice with regard to foreign persons in the British Army who may commit acts prejudicial to that Army, and the exclusive competence in British territory of British justice with regard to foreign persons in the French Army who may commit acts prejudicial to the said Army.

BRITISH NOTIFICATION of the partial raising of the British Blockade of the Cameroons Coast.-London, January 8, 1916.†

WITH reference to the notification, dated April 24, 1915 which appeared in the "London Gazette" of the 27th of April last His Majesty's Government give notice that the blockade of the coast of the Cameroons has been raised so far as concerns the coast-line from the Akwayafe River to Bimbia Creek. The blockade still remains in force from the Benge mouth of the Sanaga River to Campo.

BRITISH REGULATIONS relative to British Nation ality and the status of Aliens in India.-London January 21, 1916.*

IN the exercise of the powers conferred on me by “T British Nationality and Status of Aliens Act, 1914,"† (herei after referred to as "the Act'), I, the Right Honourab Austen Chamberlain, one of His Majesty's Principal Sec taries of State, make the following Regulations :—

FORM OF CERTIFICATE OF NATURALIZATION IN BRITISH IND

1. A certificate of naturalization granted in British In shall, save as otherwise hereinafter prescribed, be in one of following forms :

(A) Where the names of children are not included.

Certificate of Naturalization.

Whereas A.B. has applied for a certificate of naturalizat alleging with respect to himself [herself] the particulars set below, and has satisfied the Governor-General of India in C cil that the conditions laid down in the above-mentioned Act the grant of a certificate of naturalization are fulfilled in said A.B.'s case:

Now, therefore, in pursuance of the powers conferred the Governor-General of India in Council by the said Act, Governor-General of India in Council hereby grants to the A.B. this certificate of naturalization, and declares that taking the oath of allegiance within the time and in the ma required by the regulations made in that behalf the said shall, subject to the provisions of the said Act, be entitled political and other rights, powers, and privileges, and be ject to all obligations, duties, and liabilities to which a na born British subject is entitled or subject, and have to a tents and purposes the status of a natural-born British su In witness whereof I have hereto subscribed my nam day of

Whereas A.B. has applied for a certificate of naturalization, alleging with respect to himself [herself] the particulars. set out below, and has satisfied the Governor-General of India in Council that the conditions laid down in the above-mentioned Act for the grant of a certificate of naturalization are fulfilled in the said A.B.'s case:

And whereas the said A.B. has also applied for the inclusion in accordance with sub-section (1) of section 5 of the said Act of the names of certain of his [her] children born before the date of this certificate and being minors, and the Governor-General of India in Council is satisfied that the names of his [her] children, as hereinafter set out, may properly be included:

Now, therefore, in pursuance of the powers conferred on the Governor-General of India in Council by the said Act, the Governor-General of India in Council hereby grants to the said A.B. this certificate of naturalization, and declares that upon taking the oath of allegiance within the time and in the manner required by the regulations made in that behalf the said A.B. shall, subject to the provisions of the said Act, be entitled to all political and other rights, powers and privileges, and be subject to all obligations, duties and liabilities to which a natural-born British subject is entitled or subject, and have to all intents and purposes the status of a natural-born British subject.

And the Governor-General of India in Council further declares that this certificate extends to the following children, born before the date of this certificate and being minors, of the said A.B. :

FORM OF SPECIAL CERTIFICATE IN CASE OF DOUBT.

2. (1.) A special certificate of naturalization granted in British India under section 4 read with sub-section (1) of section 8 of the Act to a person with respect to whose nationality as a British subject a doubt exists, shall be in the following form::

"British Nationality and Status of Aliens Act, 1914."

Whereas A.B., with respect to whose nationality as a British subject a doubt exists, has applied for such a special certificate of naturalization as is provided for by section 4 of the abovementioned Act, alleging with respect to himself [herself] the particulars set out below:

And whereas the Governor-General of India in Council is satisfied that such a certificate may properly be granted:

Now, therefore, in pursuance of the powers conferred on the Governor-General of India in Council by the said Act, and for the purpose of quieting doubts as to the right of the said A.B. to be a British subject, the Governor-General of India in Council hereby grants the said A.B. this special certificate of naturalization, and declares that upon taking the oath of allegiance within the time and in the manner required by the regulations made in that behalf the said A.B. shall, subject to the provisions of the said Act, be entitled to all political and other rights, powers and privileges, and be subject to all obligations, duties and liabilities to which a natural-born British subject is entitled or subject, and have to all intents and purposes the status of a natural-born British subject.

3. A certificate of naturalization granted in British India to a minor under sub-section (2) of section 5 read with subsection (1) of section 8 of the Act shall be in the following form:

"British Nationality and Status of Aliens Act, 1914."

Whereas an application has been made for the grant of a certificate of naturalization to A.B., a minor, alleging with respect to the said A.B. the particulars set out below:

And whereas the Governor-General of India in Council is satisfied that such a certificate may properly be granted, although the conditions required by the above-mentioned Act have not been complied with in the said A.B.'s case :

Now, therefore, in pursuance of the powers conferred on the Governor-General of India in Council by the said Act, the Governor-General of India in Council hereby grants to the said A.B. this certificate of naturalization, and declares that upon taking the oath of allegiance within the time and in the manner required by the regulations made in that behalf the said A.B. shall, subject to the provisions of the said Act, be entitled to all political and other rights, powers and privileges, and be subject to all obligations, duties and liabilities, to which a naturalborn British subject is entitled or subject, and have to all intents and purposes the status of a natural-born British subject.
