Schedule to this Order or in a form to the like effect. He shall at the same time give to the person or persons to whom he shall have issued such licence or licences an extract from the statutory enactments and regulations relating to motor-cars.

(3.) The customs officer shall keep a copy of every licence issued under the provisions of this Article, and shall also keep a register (hereinafter referred to as "the register of foreign motor-cars") of the motor-cars registered under the provisions of this Article. The register of foreign motor-cars shall be in the Form (D) in the Second Schedule to this Order or in a form to the like effect.

(4.) The customs officer, on the registration of a motor-car and on the issue of a licence to drive, shall immediately forward to the Commissioner of Police of the Metropolis (hereinafter referred to as "the commissioner ") at Scotland Yard a copy of the entry in the register of foreign motor-cars and a copy of the licence.

(5.) Any person whose motor-car has been registered in accordance with the foregoing provisions shall, on the departure of the car from any port in the United Kingdom for a foreign country, cause the international travelling pass issued in respect of such car to be produced to the customs officer at the port, who shall insert in the pass the name of the port and the date of departure of the car and shall sign the pass. The officer shall notify to the commissioner the departure from the port of any such car.

5. The commissioner shall cause to be kept at Scotland Yard (i) a register of foreign motor-cars registered in the United Kingdom in pursuance of Article 4 of this Order, in which shall be entered the particulars as to the registration and departure of cars required to be furnished by the customs officer in pursuance of sub-divisions (4) and (5) of that Article, and (ii) a register of licences issued to drivers of motor-cars in pursuance of Article 4 of this Order in which shall be entered the particulars of licences furnished by the customs officer in pursuance of subdivision (4) of that Article and the particulars required to be sent to the commissioner by paragraph (c) of sub-section (1) of Section 4 of "The Motor Car Act, 1903," as applied by subdivision (4) of Article 6 of this Order. The said register of licences shall be in the Form (E) in the Second Schedule to this Order or in a form to the like effect.

PART III-Modification of "The Motor Car Act, 1903."

6. In the application of "The Motor Car Act, 1903," to any motor-car registered, and to any person licensed to drive a motor-car, in pursuance of Article 4 of this Order the following modifications of the Act shall have effect:

(1.) In sub-section (2) of Section 1 of the Act (a) there shall be added after the words "or produce his licence on demand," the words "or produce on demand the licence issued to him in

pursuance of Article 4 of The Motor Car (International Circulation) Order, 1910,' and the international travelling pass issued in respect of such car"; and (b) there shall be substituted for the words "mark or marks of identification," the words "plates required to be carried by Article 4 of the First Schedule to that Order as modified in the case of a motor-cycle by the paragraph numbered (3) in Article 6 of that Schedule."

(2.) The requirements of Section 2 of the Act shall be deemed to be satisfied as regards any motor-car registered in pursuance of Article 4 of this Order and exhibiting the plates required to be carried by Article 4 of the First Schedule to this Order as modified in the case of a motor-cycle by the paragraph numbered (3) in Article 6 of that Schedule: Provided that in the case of proceedings under sub-section (4) of that Section any plate or plates required to be carried as aforesaid shall be deemed to be the mark referred to in the sub-section: Provided further that whenever during the period between one hour after sunset and one hour before sunrise any such motor-car is used on a public highway, or on a roadway to which the public are granted access, a lamp is kept burning on the car, so contrived as to illuminate by means of reflection, transparency, or otherwise, and render easily distinguishable every letter or figure on the plates required to be carried as aforesaid.

(3.) Any person to whom a licence to drive a motor-car has been issued by a customs officer in pursuance of Article 4 of this Order shall be deemed to be licensed under Section 3 of the Act, and a person driving a motor-car registered in accordance with this Order who produces such licence shall be deemed to have complied with the requirements of sub-section (4) of the

section.

(4.) Paragraphs (a) and (c) of sub-section (1) and subsections (2), (3), and (5) of Section 4 of the Act shall apply to any licence issued by a customs officer in pursuance of Article 4 of this Order as if such licence were a licence granted under the Act: Provided that the commissioner shall be substituted for the council referred to in the said paragraph (c) as the authority to whom a copy of the particulars therein mentioned shall be sent.

(5.) In Section 5 of the Act there shall be substituted for the words "any mark for identifying a car or any licence under this Act" the words "any plate required to be carried by Article 4 of the First Schedule to The Motor-Car (International Circulation) Order, 1910,' as modified in the case of a motor-cycle by the paragraph numbered (3) in Article 6 of that Schedule or any licence issued by a customs officer in pursuance of Article 4 of that Order."

PART IV.-Application to Scotland and Ireland.

7. In the application of this Order to Scotland and Ireland there shall be substituted for a reference to the Local Govern

ment Board a reference to the Secretary for Scotland and a reference to the Local Government Board for Ireland respectively.

8.-(1.) This Order may be cited as "The Motor Car (International Circulation) Order, 1910."

(2.) This Order shall come into operation on the 1st day of May, 1910.

FIRST SCHEDULE.

ALMERIC FITZROY.

Conditions to be fulfilled by Motor Cars in order to be allowed to be Driven

on the Highway.

ART. I. Every motor-car, in order to be allowed to be driven on the highway in a foreign country, must either have been recognised as suitable for use on the highway after an examination before the competent authority or before an association authorised by that authority, or must belong to a type approved in the same manner.

The examination must be directed specially to the following points :(1.) The machinery must be such as can be trusted to work efficiently, and must be so designed as to prevent, as far as possible, all danger of fire or explosion, as not to frighten by its noise animals, whether ridden or driven, and as not to give rise to any other cause of danger to traffic or seriously to inconvenience by the emission of smoke or vapour any persons using the road.

(2.) The motor-car must be provided with the following:

(a.) A strong steering apparatus which will allow the car to be turned readily and with certainty;

(b.) Two brakes, each independent of the other and adequate for its purpose. One at least of these brakes must be capable of acting rapidly and directly upon the wheels or upon brake-drums immovably fixed thereto;

(c.) A mechanism which is capable of preventing even on steep gradients any backward movement, if one of the brakes is not of itself sufficient for the purpose.

Every motor-car whose weight unladen exceeds 350 kilog. must be so constructed that the driver can, from his seat, reverse the movement of the car by means of the driving power.

(3.) All the driving and steering apparatus must be so arranged that the driver can manipulate it with certainty and at the same time have a clear view of the road.

(4.) Every motor-car must be provided with plates showing the name of the manufacturer of the chassis and the manufacturer's number, the horsepower of the engine or the number and bore of its cylinders, and also the weight of the car unladen.

Conditions to be fulfilled by Drivers of Motor Cars.

II. The driver of a motor-car must possess qualifications which provide a sufficient guarantee of public safety.

In so far as the driving of motor-cars in foreign countries is concerned, no one may drive a motor-car without having received for that purpose an authorization given by a competent authority or by an association authorized by that authority after having shown himself on examination to be competent.

Such an authorization must not be given to a person less than 18 years of age.

Issue and Recognition of International Travelling Passes.

III. In order to secure, as regards the driving of motor-cars in foreign countries, that the conditions mentioned in Articles I and II are fulfilled, international travelling passes shall be issued.

These passes shall be valid for one year from the date of issue. The manuscript entries therein shall always be written in Latin characters or in ordinary English handwriting.

Arrangement of Identification Marks on Motor Cars.

IV. No motor-car shall be allowed to pass from one country into another unless it carries fixed in a visible position on the back of the car, in addition to the number-plate of its own nationality, a distinctive plate displaying letters indicating that nationality. The size of this plate and the method and size of the lettering are prescribed in a note appended to the present Convention (Annex C).

Special Provisions with regard to Motor Cycles.

VI. The provisions of this Convention apply to motor tricycles and motor bicycles, subject to the following modifications:

(1.) The machinery intended to prevent a car from slipping backwards referred to in paragraph (c) of sub-division (2) of Article Ï is not required, nor is the reversing gear.

(3.) The distinctive nationality plate of motor-cycles shall measure only 18 centim. in width and 12 centim. in height. The letters shall measure 8 centim. in height, the breadth of each line being 10 millim.

Annex (C).

The distinctive mark of the country of origin shall consist of an oval plate 30 centim. in width and 18 centim. in height, bearing one or two letters painted in black on a white ground. The letters shall be formed of capital letters in Latin characters, and shall measure at least 10 centim. in height, the breadth of each line being 15 millim. The distinctive letters for the different countries shall be the following:
