For the general control, management, and preservation of the public reserves and commons, and of any public library, museum, botanical garden, or other place of recreation, the control or management of which is vested in the council; Regulating the conduct of persons using such public reserves and commons; Regulating the cutting, collecting, or removing of timber, firewood, stone, or other material from or on any public reserves or commons.
