General Assembly of the State of South Carolina, begun and held at the Capitol in Columbia, on the twenty-fifth day of November, in the year of our Lord one thousand eight hundred and forty-four; on which day, being that fixed by the Constitution for the meeting of the General Assembly, On motion of Mr. MAXWELL, Mr. THOMAS C. PERRIN, a member elect from Abbeville District, was called to the Chair, when THOMAS W. A quorum of the members being present, the House then proceeded to the election of a Speaker to preside over its deliberations, and on an examination of the ballots it appeared that Mr. WM. F. COLCOCK, a Representative from Prince William's Election District, received 99 votes, and was elected. Whereupon Mr. COLCOCK was conducted to the Chair by Messrs. HERNDON, PINCKNEY, and HENRY, a Committee appointed for that purpose, and addressed the House as follows: Gentlemen of the House of Representatives: Before entering on the duties of the office to which your kindness has called me, permit me to return you my thanks for this gratifying evidence of your continued confidence. Under any circumstances, I should be deeply sensible of the honor of presiding over the deliberations of an Assembly like this: Under present circumstances, I receive that honor with peculiar gratification. I know not how it may be with others, but for myself I can truly say, that each recurring call to this responsible station but serves to enhance my sense of the favor bestowed upon me, and the high obligation under which I rest to discharge its duties with justice, firmness, and impartiality. As I learn to know those duties, I learn to feel their responsibility, and my entire dependence on your co-operation and indulgence for their successful performance. And I know I ask no more than I shall receive, when I ask you to excuse me when I err, and to sustain me when I am right. Permit me, Gentlemen, to tender you this expression of my earnest hope, that whilst your deliberations may be conducted in harmony, they may all result in advancing prosperity, preserving the rights, and defending the liberties of a generous and confiding people, who deserve all that the most faithful Representatives can bring to their service. The House then proceeded to the election of Clerk and Reading Clerk, successively. The following Message was received from the Senate : Mr. Speaker and Gentlemen: IN THE SENATE, November 25, 1844. Senate inform the House, that they have met and formed a quorum; have elected ANGUS PATTERSON, President, WILLIAM E. MARTIN, Clerk, and JOHN T. GOODWYN, Reading Clerk, and are ready to proceed to business. By order of the Senate, ANGUS PATTERSON, President. Mr. AIKEN, from the Committee appointed to count the votes for Clerk, reported that Thomas W. Glover received one hundred and five votes, and was elected. The Constitutional oath of office was then administered to the Clerk by the Chair. On motion of Mr. DESAUSSURE, Resolved, That a Committee be appointed to wait on His Excellency the Governor, and inform him that a quorum of the House had assembled and were ready to receive any communication he may be pleased to make: Whereupon the Speaker appointed the following gentlemen of the Committee: Messrs. DESAUSSURE, BROOKS and CARN. The House then proceeeed to the election of a Messenger. Mr. BAUSKETT, from the Committee appointed to count the votes for Reading Clerk of the House, reported that Mr. A. C. Spain was unanimously elected. The Constitutional oath of office was then administered to the Reading Clerk by the Chair. The House then proceeded to the election of Door Keeper. Mr. BETHEA, from the Committee appointed to count the votes given for Messenger on the first ballot, reported that no candidate had received a majority, and that consequently there is no election. On motion of Mr. CARN, the House then proceeded to a second ballot for Messenger. Mr. BLAKENEY, from the Committee appointed to count the votes given for Door Keeper, reported that James McElhenny received 72 votes, which being a majority of the ballots cast, he is consequently elected. Mr. PERRIN submitted the following Resolution: Resolved, That the Members of this House be furnished with a copy of the pamphlet containing the "Rules of the House" and Acts of the Legislature, relating to the standing orders of the House." |
