ESTABLISHMENT

TREATY OF ESTABLISHMENT AND SOJOURN BETWEEN THE UNITED STATES AND TURKEY 1

1

On February 15, 1933, the ratifications of the treaty of establishment and sojourn between the United States and Turkey, signed at Ankara October 28, 1931, were exchanged at Washington. The treaty went into force on February 15 and was proclaimed by the President of the United States on February 18, 1933.

The text of the treaty will shortly be printed as Treaty Series, No. 859.

CONVENTION FOR LIMITING THE MANUFACTURE AND REGULATING THE DISTRIBUTION OF NARCOTIC DRUGS 2

Mexico

In a despatch of January 26, 1933, the American Ambassador to Mexico informed the Secretary of State that a decree was promulgated by the President of Mexico on January 2, 1933, approving the convention for limiting the manufacture and regulating the distribution of narcotic drugs, signed at Geneva July 13, 1931. By a communication dated January 31, 1933, the Legal Adviser of the Secretariat of the League of Nations informed the Secretary of State of the recording of the notification of the accession of the Sudan Government to the convention for limiting the manufacture and regulating the distribution of narcotic drugs, signed at Geneva July 13, 1931.

INTERNATIONAL CONVENTION FOR THE SAFETY OF LIFE AT SEAS

Portugal

By a despatch dated January 13, 1933, from the American Minister to Portugal, the Secretary of State was informed that the

Diario do Governo of January 11, 1933, Series I, No. 9, contained an announcement that Portugal adhered on January 4, 1933, to the international convention for the safety of life at sea. The convention was signed at London May 31, 1929, and went into force on January 1, 1933.

Mexico

SLAVERY

INTERNATIONAL SLAVERY CONVENTION 4

By a despatch of January 26, 1933, the American Ambassador to Mexico notified the Secretary of State that a presidential decree, previously passed by the Senate, had been promulgated by the President of Mexico on January 2, 1933, approving the international convention for the suppression of slavery and the slave trade, signed at Geneva September 25, 1926.

CONVENTION AND STATUTE ESTABLISHING AN INTERNATIONAL RELIEF UNION 5

The convention and statute establishing an international relief union, concluded at Geneva July 12, 1927, went into force on December 27, 1932.

The entry into force of the convention makes necessary the convocation of the General Council of the Union. Article 2 of the statute annexed to the convention provides that the first meeting of the General Council shall be summoned by the Council of the League of Nations, while article 3 stipulates that the notice summoning the meeting must be sent out at least three months in advance. In order to give effect to this provision, the League Council, on January 26, 1933, fixed Geneva as the place and July 10, 1933, as the date of the first meeting of the General Council.

AVIATION

CONVENTION RELATING TO THE REGULATION OF AERIAL NAVIGATION 1

In a communication dated January 31, 1933, the Secretary General of the International Commission for Air Navigation furnished the following information concerning the protocol of December 11, 1929, relative to amendments to the convention relating to aerial navigation, signed at Paris October 13, 1919:

This Protocol has been signed by all the States (26) parties to the Convention in 1929 at the time of the adoption of such Protocol by the International Commission for Air Navigation:

This Protocol will come into force as soon as it has been signed and ratified by all the contracting States enumerated above, that is to say, as soon as the following States have deposited their ratifications:

Persia

Uruguay

Adhesions.

This Protocol is open to the adhesion of other States which may become contracting States to the Convention.

Norway and Finland have already notified their adhesion.

Chile

By a communication dated February 1, 1933, the Secretary General of the International Commission for Air Navigation informed the Secretary of State of the ratification by Chile on January 31, 1933, of the protocols of June 15, 1929, and December 11, 1929, relative to amendments to the convention relating to aerial navigation, signed at Paris October 13, 1919.

COMMERCE

PROVISIONAL COMMERCIAL AGREEMENT BETWEEN CHILE AND CUBA

With a despatch dated January 30, 1933, the American Ambassador to Cuba transmitted to the Secretary of State a copy and translation of an exchange of notes between the Cuban Foreign Office and the Chilean Legation in Habana, dated January 14, 1933, under the terms of which the Government of Cuba guaranteed a reduction of 50 per cent in the import tariff on Chilean garlic, in return for which the Government of Chile agreed to purchase 10,000 tons of raw sugar. The arrangement will remain in effect until May 31, 1933, unless extended.

COMMERCIAL TREATY BETWEEN GERMANY AND URUGUAY

By a despatch dated February 3, 1933, the American Minister to Uruguay informed the Secretary of State that a commercial treaty between Germany and Uruguay was signed at Montevideo on January 18, 1933. The treaty merely confirms the practice of mostfavored-nation treatment which has existed since 1919 when the commercial treaty of 1892 expired.

CONVENTION BETWEEN COSTA RICA AND GERMANY FOR THE RECIPROCAL PROTECTION OF SCIENTIFIC, LITERARY, AND ARTISTIC WORKS 2

The American Minister to Costa Rica reported by a despatch dated January 23, 1933, that the convention between Costa Rica and Germany for the reciprocal protection of scientific, literary, and artistic works, signed October 21, 1932, was promulgated by the President of Costa Rica on January 19, 1933. The decree, No. 48. is published in La Gaceta-Diario Oficial No. 18, of January 22, 1933.

INTERNATIONAL CONVENTION FOR THE SUPPRESSION OF COUNTERFEITING CURRENCY, AND PROTOCOL 3

In a despatch dated January 26, 1933, the American Ambassador to Mexico informed the Secretary of State that by virtue of a presidential decree previously authorized by the Senate, and promulgated by the President of Mexico on January 2, 1933, Mexico became a party to the convention for the suppression of counterfeiting currency, and protocol, signed at Geneva April 20, 1929.

CONVENTION FOR THE REGULATION OF WHALING

The Legal Adviser of the League of Nations informed the Secretary of State by a communication dated February 1, 1933, that the instrument of accession by Egypt to the convention for the regulation of whaling, signed at Geneva September 24, 1931, was deposited with the Secretariat on January 25, 1933.

Union of South Africa

In a communication dated January 17, 1933, the Legal Adviser of the League of Nations informed the Secretary of State of the deposit on January 11, 1933, of the instrument of ratification on behalf of the Union of South Africa of the convention for the regulation of whaling, signed at Geneva September 24, 1931.
