Brazil-Poland

The American Ambassador to Poland transmitted to the Department with a despatch dated November 14, 1933, a copy of the Dziennik Ustaw (Journal of Laws), no. 89, November 10, 1933, which publishes a declaration of the Polish Government reporting that instruments of ratification of the treaty of conciliation between Poland and Brazil, signed January 27, 1933, were exchanged at Warsaw on October 13, 1933.1

Chile

PERMANENT COURT OF INTERNATIONAL JUSTICE 2

The Secretary General of the League of Nations informed the Secretary of State by a circular letter dated December 4, 1933, of the deposit with the Secretariat on November 20, 1933, of the instrument of ratification by Chile of the protocol concerning the revision of the Statute of the Permanent Court of International Justice, signed at Geneva September 14, 1929.

ELECTION OF THE PRESIDENT AND VICE PRESIDENT FOR THE PERIOD 1934-36

By a communication dated December 4, 1933, the Secretary General of the League of Nations informed the members of the League, at the request of the Registrar of the Permanent Court of International Justice, that pursuant to article 21 of the Statute and to article 9 of the Rules of the Court, Sir Cecil J. B. Hurst was elected on December 2, 1933, President of the Permanent Court, and His Excellency M. Guerrero was elected Vice President, for the period from January 1934 to December 1936.

ARMAMENT REDUCTION

LONDON NAVAL TREATY OF 1930

The British Ambassador at Washington informed the Secretary of State by a note dated December 5, 1933, of the completion of H.M.S. Starfish. The particulars of this vessel, furnished in accordance with the provisions of article 10 of the London naval treaty, are given as follows:

Classification: Submarine

Date of laying keel: September 26, 1931

Standard displacement: 640 tons (650 metric tons)
Length at water line: 182 feet

Extreme beam at or below water line: 24 feet

Mean draft at standard displacement: 10 feet 6 inches
Caliber of largest gun: 3 inches

Date of completion: October 27, 1933

United States

The Acting Secretary of the Navy informed the Secretary of State by a letter dated November 24, 1933, of the laying of the keel of the U.S.S. Quincy on November 15, 1933. The particulars of this vessel, which have been communicated to the governments signatory to the London naval treaty in conformity with the provisions of article 10 of the treaty, are as follows:

By a letter dated November 27, 1933, the Acting Secretary of the Navy informed the Secretary of State of the laying of the keel of the U.S.S. Monaghan on November 21, 1933. The particulars of the vessel, which have been communicated to the governments signatory to the London naval treaty, are given as follows:

Classification: Destroyer

Standard displacement (estimated): 1,500 tons (1,524 metric tons)

Length at water line: 334 feet

Extreme beam at or below water line: 34 feet 3 inches

Mean draft at standard displacement: 9 feet 3 inches
Caliber of largest gun: 5 inches

By a letter dated December 22, 1933, the Acting Secretary of the Navy informed the Secretary of State of the laying of the keels of

the U.S.S. Porter, the U.S.S. Selfridge, the U.S.S. McDougal, and the U.S.S. Winslow. The particulars of these vessels, which have been furnished the governments signatory to the London naval treaty, are as follows:

Standard displacement (estimated): 1,850 tons (1,880 metric

tons)

CONVENTION DEFINING AGGRESSION 3

The American Chargé d'Affaires ad interim at Tallinn reported by a despatch dated November 11, 1933, the ratification by Estonia of the convention defining aggression, signed at London July 3, 1933. The Estonian Riigikogu (State Assembly) passed on October 27, 1933, a law ratifying the convention together with the annex and protocol of signature thereto.

Latvia

The American Legation at Riga reported by a despatch dated November 24, 1933, that the Saeima ratified on November. 14 the convention defining aggression, signed at London July 3, 1933.

Rumania

The American Ambassador to Poland reported by a despatch dated October 13, 1933, that the instrument of ratification by Rumania of the convention defining aggression, signed July 3, 1933, was delivered by the Rumanian Foreign Minister to the Soviet Minister at Warsaw on October 9, 1933, in order that it might be transmitted by the latter to Moscow for deposit with the Soviet Government.

By a note dated December 22, 1933, the Rumanian Minister at Washington informed the Secretary of State in conformity with

the provisions of article 10 of the convention for the amelioration of the condition of the wounded and sick of armies in the field, signed July 27, 1929, of the names of the societies authorized by the Rumanian Government to render assistance, under its responsibility, in case of war, to the regular medical service of the armed forces of Rumania. The societies so authorized are the following:

The National Red Cross Society

The Organization of Civil Hospitals (Eforia Spitalelor Civile) of Bucharest and the St. Spiridon Foundation (Epitropia Sf. Spiridon) of Jasi

The Institute of Sisters of Mercy "Queen Elizabeth" of Bucharest (Institutul surorilor de caritate "Regina Elisabeta") The Society "Salvarea" of Bucharest
