By a note dated September 12, 1933, the British Embassy at Washington informed the Department of State, in accordance with

the provisions of article XVI of the Washington naval treaty of 1922, of the particulars on completion of the Goncalves Zarco, a sloop constructed for the Portuguese Government. The particulars are as follows:

GENERAL DISARMAMENT CONFERENCE ®

The President has designated Rear Admiral Richard H. Leigh as naval adviser to the American delegation to the General Disarmament Conference. Admiral Leigh will succeed Rear Admiral Arthur J. Hepburn, former naval adviser to the delegation. The General Commission of the Conference will reconvene at Geneva on October 16, 1933.

The Director General of the Pan American Union transmitted to the Secretary of State with a letter dated September 16, 1933, a certified copy of the instrument of ratification by Uruguay of the convention defining the rights and duties of American states in the event of civil strife, adopted at the Sixth International Conference of American States, Habana, February 20, 1928, together with a certified copy of the procès-verbal of the deposit of the instrument of ratification. The deposit took place on September 16, 1933.

Denmark

In accordance with article 10 of the convention for the amelioration of the condition of the wounded and sick of armies in the field, signed July 27, 1929, which provides that each high contracting party shall notify to the other contracting parties the names of the volunteer aid societies which it has authorized under its responsibility to render assistance to the regular medical service of the armed forces, the Danish Minister at Washington notified the Secretary of State by a note dated September 25, 1933, that the society called "The Danish Red Cross" has been so authorized by his Government.

CONVENTION BETWEEN THE UNITED STATES AND MEXICO FOR FLOOD CONTROL AND RECTIFICATION OF THE RIO GRANDE CHANNEL 1

The American Ambassador to Mexico informed the Secretary of State by a despatch dated September 8, 1933, that an exchange of notes regarding the convention between the United States and Mexico for flood control and the rectification of the Rio Grande channel, signed February 1, 1933, had taken place on that day.

Both Governments declare, with respect to the question of rights and use of the waters of the Rio Grande along the stretch covered by the convention of February 1, 1933, that the spirit and terms of this convention do not alter the provisions of conventions now in force as regards the utilization of water from the Rio Grande, and that consequently these matters remain unaffected and in exactly the same status as existed before the conclusion of the convention of February 1, 1933.

The Director General of the Pan American Union transmitted to the Secretary of State with a communication dated September 16, 1933, a certified copy of the instrument of ratification by Uruguay of the convention fixing the rules for the granting of asylum, adopted at the Sixth International Conference of American States, Habana, February 20, 1928, together with a certified copy of the procès-verbal of the deposit of the instrument of ratification. The deposit took place on September 16, 1933.

Uruguay

By a communication dated September 16, 1933, the Director General of the Pan American Union informed the Secretary of State of the deposit on that day of the instrument of ratification by Uruguay of the convention for the purpose of determining the status of aliens, adopted at the Sixth International Conference of American States, Habana, February 20, 1928. In compliance with the provisions of the convention, a certified copy of the instrument of ratification and a certified copy of the procès-verbal of the deposit were transmitted with the above-mentioned note.
