THE improvement in the system of Elementary Education which this Act is intended to effect is so vast, and the means by which it is to be accomplished are so novel, the Author is persuaded that a work containing a popular explanation and analysis, together with a complete index of the Act, will prove a valuable book of reference. The Act is necessarily a long one and the machinery somewhat complicated, but with the aid of a manual such as this it is hoped that those who are interested in carrying out the new scheme will find no serious difficulty in their praiseworthy work.
