On motion of Mr. Roderick R. Butler, the Committee on Military Affairs were discharged from the further consideration of the bill (S. 841) to place the name of Daniel H. Kelley upon the muster-roll of Company F, Second Tennessee Infantry; and the same was read a third time and passed.

Ordered, That the Clerk acquaint the Senate therewith.

On motion of Mr. Garfield, by unanimous consent, the bill of the Senate (S. 1331) to remove the political disabilities of Robert W. Johnson, formerly of Arkansas, was taken from the Speaker's table, read three times, and passed.

The bill of the House (H. R. 3602) to remove the political disabilities of Thomas F. Fauntleroy and Charles H. Williamson, citizens of Virginia, with the amendment of the Senate thereto, was taken up, and the said amendment agreed to.

Ordered, That the Clerk acquaint the Senate therewith.

Mr. Jeremiah M. Wilson moved that the rules be suspended and the Committee of the Whole House on the state of the Union be discharged from the further consideration of the bill of the Senate (S. 88) for the better organization of the district courts of the United States within the State of Louisiana, and the same be passed; which motion was disagreed to, (two-thirds not voting in favor thereof.)

Mr. Lawrence moved that the rules be suspended, so as to dischargethe Committee on War-Claims from the further consideration of the bill of the Senate (S. 574) for the relief of Willis N. Arnold, and enable the House to pass the same;

Resolved, That the Clerk of the House of Representatives of the United States pay out of the contingent fund to the clerk of the Committees on Revolutionary Pensions and War of 1812, and of Coinage, Weights, and Measures, his salary from the beginning of the second session of the Forty-third Congress, he having rendered the services for such period, and no other person having been paid for the same.

The Speaker announced that he had appointed Mr. Benjamin F. Butler, Mr. Hurlbut, and Mr. Creamer visitors to the West Point Military Academy.
