The report has been submitted to W. G. McAdoo, Director General of Railroads, and it is generally believed ihat it will be adopted with alterations The increases are to be made as Jan. 1, 1818. They are figured on sliding scale of from 4.56 per cent. to 4 per cent. of the wages received by em ployes on Dec. 31, 1915, and the increase 1s to be added to the wage received by the employe at that time.

Increases granted since Dec. 31, 1915, are to be included as part of the increases now granted.
