FEBRUARY 25, 1966. Subject: United Nations use of peacekeeping forces in the Middle East, the Congo, and Cyprus. The attached memorandum prepared at the request of Hon. Edward '. Derwinski, Member of Congress from the State of Illinois, sumnarizes the U.N. experience in activating the three major peacekeeping forces-their terms of reference, operations, and current tatus. The experience of the U.N. in establishing these forces indicates hat improvisation and negotiation to fit particular crises predominated ather than predetermined policies or procedures. The conclusion is reached that establishment of a permanent nilitary force as a subsidiary organ of the United Nations is not ractical or politic at the present time. III |
