SECRETARY OF COMMERCE WITNESS HON. MICHAEL KANTOR, SECRETARY OF COMMERCE Mr. ROGERS [presiding]. The committee will come to order. The Chair apologizes to the Secretary and the other members and everyone for being late. We had a meeting that I could not get out of, Mr. Secretary. I apologize to you. We're pleased to welcome this morning Mickey Kantor, the new Secretary of Commerce, who will testify on behalf of programs in the 1997 budget request of the Commerce Department. I would like to say, on behalf of myself personally and the other subcommittee members, that we are fortunate to have someone with your leadership abilities, qualities and experience to follow behind an almost irreplaceable Secretary of Commerce, Ron Brown. We've all been greatly impacted by the tragic loss of Ron Brown and the other dedicated public servants and business leaders. But we've also been impacted by the dedication and devotion that Ron Brown had to the Commerce Department and his unceasing efforts to put America's leadership mark on the national and global economy. The subcommittee has had the pleasure of working with Mickey Kantor on trade matters as the U.S. Trade Representative, and we're fortunate to have your expertise, Mr. Secretary, to assist us in developing priorities for the Commerce Department and finding ways to most efficiently allocate the limited resources this subcommittee will have. We're looking forward to working with you. The 1997 request totals $4.27 billion, which is an increase of $655 million, or 18 percent above the amount that Congress provided in 1996. I've told the Attorney General, the Chief Justice, the Secretary of State, and all agency heads that have appeared before the subcommittee or have talked to me, that Fiscal Year 1997 will bring with it another year of budget restraints and constraints.
