And whereas by the 17th clause of the aforesaid Letters Patent certain provision was made with reference to the appointment of a deputy or deputies to the Governor within the Colony :

And whereas by further Letters Patent bearing date the 8th day of November, 1905, and the 16th day of March, 1906, the aforesaid clause of the aforesaid Letters Patent was amended:

And whereas we are minded further to amend the aforesaid 17th clause of the above-recited Letters Patent of the 18th day of January, 1886, with reference to the appointment of a deputy or deputies to the Governor within the Colony:

1. Now know ye that we do hereby declare our will and pleasure, and direct and order as follows:

The clause which by the above-recited Letters Patent of the 16th day of March, 1906, was substituted for the 17th clause of the Letters Patent of the 13th day of January, 1886, is hereby repealed and revoked, without prejudice to anything lawfully done thereunder, and the aforesaid Letters Patent of the 13th day of January, 1886, shall henceforth be construed and take effect, as if instead of the 17th clause thereof the following clause had been inserted therein :-

"17. In the event of the Governor having occasion at any time to be temporarily absent for a short period from the seat of Government, or in the exercise or discharge of any powers or duties by these our Letters Patent or otherwise conferred or imposed upon him by us, or through one of our Principal Secretaries of State, to visit any territories adjacent to or near to the Colony, he may by an instrument under the public seal of the Colony appoint any person or persons to be his deputy or deputies within any part or parts of the Colony during such temporary absence, and in that capacity to exercise, perform, and execute for and on behalf of the Governor during such absence, but no longer, all such powers and authorities by these our Letters Patent or otherwise vested in the Governor as shall in and by such instrument be specified and limited, but no others. Every such deputy shall conform to and observe all such instructions as the Governor shall from time to time address to him for his guidance. Provided nevertheless that by the appointment of a deputy or deputies as aforesaid the power and authority of the Governor shall not be abridged, altered, or in any way affected otherwise than we may at any time hereafter think proper to direct."

2. And we do hereby reserve to ourselves, our heirs and successors, full power and authority from time to time to revoke, alter, or amend these our Letters Patent as to us or them shall seem fit.

3. And we do further direct and enjoin that these our Letters Patent shall be proclaimed at such place or places within the Colony as the Governor may think fit.

In witness whereof we have caused these our Letters to be be made Patent. Witness ourself at Westminster, the 19th day of March, in the second year of our reign. By warrant under the King's sign manual.

GEORGE V by the Grace of God of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas King, Defender of the Faith, Emperor of India To all to whom these presents shall come, greeting.

Whereas by certain Letters Patent passed under the Great Seal of our United Kingdom of Great Britain and Ireland bearing date at Westminster, the 28th day of November, 1888,* Her Majesty Queen Victoria did constitute, order, and declare that there should be a Governor and Commander-in-chief or a Lieutenant-Governor or an Administrator as might from time to time be directed (each of whom is therein and hereinafter called "the Governor ") in and over our Colony of the Gambia (therein and hereinafter called "the Colony "):

And whereas by the 17th clause of the aforesaid Letters Patent certain provision was made with reference to the appointment of a deputy or deputies to the Governor within the Colony :

BRITISH LETTERS PATENT passed under the Great Seal of the United Kingdom, revoking Letters Patent of January 20, 1891, providing for the appointment of a Deputy to the Governor of the Bermudas or Somers Islands. -Westminster, October 26, 1912.

GEORGE V by the Grace of God of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas King, Defender of the Faith, Emperor of India: To all to whom these presents shall come, greeting.

Whereas by certain Letters Patent bearing date the 20th day of January, 1891, provision was made for the appointment of a deputy to our Governor and Commander-in-chief of our Bermudas

or Somers Islands during his temporary absence from our said islands:

And whereas such provision is no longer necessary:

1. Now, therefore, we do hereby revoke, but without prejudice to anything lawfully done thereunder, the aforesaid Letters Patent of the 20th day of January, 1891.

2. And we do direct and enjoin that these our Letters Patent shall be read and proclaimed at such place or places as our said Governor shall think fit within our said islands.

In witness whereof we have caused these our Letters to be made Patent. Witness ourself at Westminster, the 26th day of October, in the third year of our reign.

BRITISH ORDER laying down Regulations to be observed in making Returns of Alien Passengers under “The Aliens Act, 1905" (5 Edw. VII, c. 13).*—London, February 19, 1912.†

WHEREAS Section 5 (1) of "The Aliens Act, 1905," provides that the master of any ship landing or embarking passengers at any port in the United Kingdom shall furnish to such person and in such manner as the Secretary of State directs a return giving such particulars with respect to any such passengers who are aliens as may be required for the time being by order of the Secretary of State :

I by this Order direct and require that—

1.-(a.) The master of every ship landing alien passengers from any port in Europe or within the Mediterranean Sea at any port in the United Kingdom at which an immigration officer hast been appointed shall, save as otherwise directed, before allowing any alien passenger to land, furnish to the immigration officer or boarding preventive officer of Customs the particulars mentioned in the form of return marked A in the Appendix to this Order.

(b.) Where the use of the Form A2 in the Appendix to this Order is permitted by the Secretary of State, it shall be sufficient if that form is produced to the immigration officer by every alien passenger who is not exempt from inspection, and the master shall not be required to attach to the Return A the Immigrants Form A.

2. The master of every ship landing alien passengers from any port in Europe or within the Mediterranean Sea at any port

other than as aforesaid shall, save as otherwise directed, immediately on arrival furnish to the boarding preventive officer of Customs the particulars shown in Form B in the Appendix to this Order.

3. The master of every ship carrying alien passengers from any port in the United Kingdom to any port in Europe or within the Mediterranean Sea shall, save as otherwise directed, furnish to the collector or chief officer of Customs, as may be permitted from time to time, the particulars shown in Form E in the Appendix to this Order: provided that where the use of Form E2 in the Appendix to this Order is permitted by the Secretary of State it shall be sufficient to furnish only the particulars shown in that form.

4.-(a.) The master of every ship landing alien passengers from any port out of Europe and not within the Mediterranean Sea at any port in the United Kingdom shall furnish to the collector or chief officer of Customs within forty-eight hours of arrival the particulars shown in the form of return marked C in the Appendix to this Order.

(b.) The master of every such ship landing alien passengers who are not exempt from inspection under an order of the Secretary of State or who are transmigrants within the meaning of section 8 (1) (b) of the Aliens Act, shall in addition furnish in the manner provided in Article 1 (a) of this Order the Immigrant and Transmigrant Returns marked A in the Appendix to this Order.

5. The master of every ship carrying alien passengers from any port in the United Kingdom to any port out of Europe and not within the Mediterranean Sea, shall furnish to the collector or chief officer of Customs before departure the particulars shown in the form of return marked D in the Appendix to this Order.

6. It shall not be necessary to make a return under Articles (1), (2), and (3) of this Order with respect to any passenger who is included in a return made under Articles (4) or (5).

This Order shall come into force on the 1st April, 1912, and from and after that date the Order dated 16th December, 1907, and made under the said Section 5 of "The Aliens Act, 1905," shall be revoked and cease to have effect.
