provisions of this section to that Possession, with such variations or additions, if any, as may be stated in the Order "';

And whereas by Section 103 of "The Patents, Designs, and Trade Marks Act, 1883," as amended by Section 6 of "The Patents, Designs, and Trade Marks (Amendment) Act, 1885," and by Section 1 of "The Patents Act, 1901,” and since repealed by Section 98 of the said "Patents and Designs Act, 1907," provisions were made to the same or like effect as those above set forth as contained in Section 91 of the lastmentioned Act, and by the said Section 98 it was provided that this repeal shall not affect any Convention, Order in Council, Rule, or Table of Fees having effect under any enactment so repealed, but any such Convention, Order in Council, Rules, or Table of Fees in force at the commencement of this Act shall continue in force, and may be repealed, altered or amended, as if it had been made under this Act";

And whereas it pleased Her late Majesty Queen Victoria to make an arrangement of the nature contemplated by the said Section 103, and in virtue of a Declaration signed and sealed by Her Majesty's Ambassador at Paris, on the 17th March, 1884, duly conveying the accession of Great Britain and Ireland to the International Convention and Protocol for the protection of Industrial Property, signed by Representatives of certain Powers on the 20th March, 1883,* and duly ratified on the 6th June, 1884, power being reserved to Her Majesty to accede thereafter to the provisions of the said Convention and Protocol on behalf of the Isle of Man, the Channel Islands, and any of Her Majesty's Possessions. which Declaration of Accession was duly accepted by the French Government on behalf of the Signatory Powers by and in virtue of a Declaration dated the 2nd April, 1884;

And whereas on the 14th December, 1900,† at Brussels, an Additional Act was agreed upon between Her late Majesty Queen Victoria and the heads of the foreign countries parties thereto for the purpose of modifying certain of the provisions of the said International Convention and the Protocol annexed thereto, the ratification of which Additional Act was duly effected;

And whereas by a Convention signed at Washington on the 2nd June, 1911, His Majesty and the heads of the foreign States named therein agreed to make certain modifications in and additions to the said Convention dated the 20th March, 1883, as revised at Brussels on the 14th December, 1900, the ratification of which Convention was duly effected by Great Britain and certain other States;

And whereas by various Orders in Council Her late Majesty

Queen Victoria and His late Majesty King Edward VII and His present Majesty have been pleased to declare that the hereinbefore-mentioned provisions of the said "Patents, Designs, and Trade Marks Act, 1883" (as amended), should apply to the several foreign countries named in the said Orders parties to the said Convention and Protocols;

And whereas the Free City of Danzig has acceded to the said International Convention, Protocol and Additional Act as revised at Washington on the 2nd June, 1911:

Now, therefore, His Majesty, in pursuance of the powers in him vested by the above-recited provisions, and by and with the advice of his Privy Council, doth declare, and it is hereby declared as follows:

1. The provisions of Section 91 of "The Patents and Designs Act, 1907," as amended by The Patents and Designs Act, 1914," and "The Patents and Designs Act, 1919," shall apply to the Free City of Danzig.

2. This Order shall take effect from the 21st November, 1921.

BRITISH ORDER IN COUNCIL further postponing the operation of The Merchant Shipping (Convention) Act, 1914."-London, November 21, 1921.*

PRESENT: THE KING'S MOST EXCELLENT MAJESTY IN COUNCIL.

WHEREAS on the 20th day of January, 1914, an International Convention for the Safety of Life at Sea, and for purposes incidental thereto, was duly entered into by His Majesty and the other Signatory Powers more especially referred to and set out in the said Convention;

And whereas a Statute 4 & 5 Geo. V, c. 50, intituled An Act to make such amendments of the law relating to merchant shipping as are necessary or expedient to give effect to an International Convention for the Safety of Life at Sea" (being the Convention above referred to) was passed on the 10th day of August, 1914, the short title of which is "The Merchant Shipping (Convention) Act, 1914 "';‡

And whereas by Section 29, Sub-Section (5), of the said Act it was provided as follows: "This Act shall come into

operation on the 1st day of

"Provided that His Majesty may, by Order in Council, from time to time postpone the coming into operation of this Act for such period, not exceeding on any occasion of postponement one year, as may be specified in the Order "';

And whereas by divers Orders in Council the coming into operation of the said Act has been from time to time postponed, and now stands postponed, by virtue of an Order in Council of the 27th day of May, 1921,* until the 1st day of January, 1922;

And whereas His Majesty deems it expedient that the provisions of the said Act should be further postponed:

Now, therefore, His Majesty, by and with the advice of his Privy Council, in pursuance of the powers vested in him by the above-recited provision, and of all other powers him thereunto enabling, doth order, and it is hereby ordered, that the provisions of "The Merchant Shipping (Convention) Act, 1914," shall be postponed from coming into operation until the 1st day of July, 1922.

BRITISH NOTIFICATION of an Exchange of Notes on April 25, 1921, between Great Britain and Esthonia relative to the Commercial Agreement concluded between the two Countries by an Exchange of Notes on July 20, 1920. London, November 22, 1921.†

NOTES were exchanged between the British and Esthonian Governments on the 25th April last to place on record that the Commercial Agreement concluded by an Exchange of Notes on the 20th July, 1920, and laid before Parliament as "Treaty Series No. 19 (1920)," does not confer any right or impose any obligation which might conflict with any general International Convention to which either His Majesty's Government or the Esthonian Government is or hereafter may be a party.

FORMAL notice of the decision of the United States Govern ment to extend and apply to the Hawaiian Islands the provisions of the Convention between the United Kingdom and the United States of America relative to the Disposal of Real and Personal Property, signed at Washington on the 2nd March, 1899, was given to His Majesty's Secretary of State for Foreign Affairs by the United States Ambassador at the Court of St. James, on the 5th ultimo.

The extension of this Convention to the Hawaiian Islands is regarded by the British and United States Governments as having taken effect from the date of the notice, viz., the 5th October, 1921.

BRITISH NOTIFICATION of the Revival between Great Britain and Hungary of the Extradition Treaty between Great Britain and Austria-Hungary, signed at Vienna, December 3, 1873, and the Declaration amending Article XI, signed at London, June 26, 1901.-London, December 3, 1921.‡

In accordance with Article 224§ of the Treaty of Trianon of the 4th June, 1920, notice was given to the Hungarian Government on the 30th October, 1921, that the following bilateral Treaties originally concluded between the British Empire and Austria-Hungary are revived between the British Empire and Hungary from the date of the notice.

Extradition.

(a.) Treaty signed at Vienna on the 3rd December, 1873, between Great Britain and Austria-Hungary for the mutual surrender of fugitive criminals.

(b.) Declaration signed at London on the 26th June, 1901, amending Article XI of the Treaty between Great Britain and Austria-Hungary of the 3rd December, 1873, for the mutual surrender of fugitive criminals.

BRITISH ORDER IN COUNCIL amending "The Abys sinia Order in Council, 1913," and making provision for the Registration of British Subjects resident in Abyssinia. -London, December 13, 1921.*

WHEREAS by treaty, grant, usage, sufferance or other lawful means, His Majesty the King has jurisdiction in Abyssinia :

Now, therefore, His Majesty, by virtue and in exercise of the powers in this behalf by "The Foreign Jurisdiction Act, 1890," or otherwise in His Majesty vested, is pleased, by and with the advice of his Privy Council, to order, and it is hereby ordered, as follows:

1. This Order may be cited as "The Abyssinia (Amendment) Order in Council, 1921," and shall be read as one with The Abyssinia Order in Council, 1913 " (hereinafter called "the principal Order ").

2. The following provisions are substituted for Articles 131 to 142 inclusive of the principal Order :

(1.) A register of British subjects shall be kept in the office of every Consulate in Abyssinia.

(2.) Every British subject resident in Abyssinia shall, in the month of January of each year, be registered at the Consulate of the consular district within which he resides, provided that if some other Consulate is more easy of access, he may, with the assent of the Consular officer, be registered there. A British subject arriving in Abyssinia must apply for registration within one month after his arrival; provided that a person who fails to apply for or to obtain registration within the time limited by this Article may be registered at any time if he excuses his failure to the satisfaction of the Consular officer.

(3.) Where a person is in possession of a valid British passport, the Consular officer shall, on the first registration of any such person, endorse on the passport without further fee than that provided for in Sub-Article (6) hereunder a certificate of registration in such form as may be prescribed by the Secretary of State. Where any such person applies for the renewal of the registration and produces his passport, the renewal of the registration shall without further fee than that provided for in Sub-Article (6) hereunder be endorsed thereon.
