Short Title.

2. The forms in the Schedule hereto, or forms to the like effect, may be used with such variations as circumstances may require for the purposes of the Aliens Act, 1905.

3. These Rules may be cited as the Summary Jurisdiction (Aliens) Rules, 1906.

The Complaint of C.D., who states that A.B., an Alien, who last entered the United Kingdom within twelve months before these proceedings were taken

either has within three months from the present date been in receipt of such parochial relief as disqualifies a person for the parliamentary franchise [or been found wandering without ostensible means of subsistence] [or been living under insanitary conditions due to overcrowding]

or has entered the United Kingdom after the 11th day of August, 1905, and has been sentenced in a foreign country with which there is an extradition treaty for a crime not being an offence of a political character which is as respects that country an extradition crime within the meaning of the Extradition Act, 1870, viz.,

That A.B., to whom the particulars shown in the annexed Schedule relate, having been found by the Court to be an Alien, was this day convicted of the offence shown in the said Schedule, being an offence within the meaning of Section 3 (1.) (a) of the Aliens Act, 1905; [and was committed to one of His Majesty's prisons, to be kept there for the space of ]:

And that the Court recommend that an Expulsion Order should be made in the case of the said A.B., in addition to the said sentence [or in lieu of sentence].

C.D. having made a complaint that A.B., an alien, to whom the particulars shown in the Schedule hereto relate, last entered the United Kingdom within twelve months before the proceedings were taken, and

Meaning of "immigrant ship."

ORDER OF THE SECRETARY OF STATE FOR THE HOME
DEPARTMENT, DATED MARCH 9, 1906, UNDER THE
ALIENS ACT, 1905 (5 Edw. 7, c. 13).

1906. No. 199.

Whereas Section 8 (2) of the Aliens Act, 1905, provides that the expression "immigrant ship" means a ship which brings to the United Kingdom more than 20 alien steerage passengers, who are to be landed in the United Kingdom whether at the same or different ports, or such number of those passengers as may be for the time being fixed by Order of the Secretary of State:

And whereas by an Order, dated the 19th December, 1905,* the number of those passengers was fixed at 12:

And whereas it now seems to me expedient to revert to the number mentioned in the Act, that is to say twenty;

Now, I hereby withdraw the said Order.

RULE, DATED MARCH 20, 1906, MADE BY THE SECRETARY OF STATE FOR THE HOME DEPARTMENT, UNDER THE ALIENS ACT, 1905 (5 EDw. 7. c. 13).

1906. No. 229.

Whereas, in pursuance of the provisions of the Aliens Act, 1905, I made Rules, dated the 19th December, 1905,* and numbered 1 to 25:

Now I hereby make the following additional Rule, to be inserted after Rule No. 23:

23A. Reasonable facilities (having regard to the accommodation available) shall be given for the attendance of Reporters to the public newspaper Press at any meeting of a Board at which an appeal is to be heard: provided that the Board shall be at liberty to deliberate in private before giving their decision in any case, and any Reporter present shall, if requested, withdraw in order that they may do so.

ALKALI, &c., WORKS.

ORDER OF THE LOCAL GOVERNMENT BOARD, DATED NOVEMBER 27, 1906, PRESCRIBING THE CONDITIONS UNDER WHICH ALKALI, &C., WORKS ARE то BE REGISTERED.

1906. No. 884.

To the Owners of Works (other than Works situate in Scotland) to which the Alkali, &c., Works Regulation Act, 1906,† applies :

And to all others whom it may concern.

Whereas by Section 9 of the Alkali, &c. Works Regulation Act, 1906 (herein-after referred to as "the Act"), it is provided that (1) an alkali Work, a cement Work, a smelting

Work, or a Work specified in the first Schedule to the Act, shall not be carried on unless it is certified to be registered, and that (2) the Work shall be registered in a register containing the prescribed particulars, and the register shall be conducted and the certificates issued in the prescribed manner;

And whereas the expression "prescribed" is defined by Section 27 of the Act to mean prescribed by Us, the Local Government Board:

Now therefore, We hereby Order and Prescribe as follows, in relation to every such Work as aforesaid which is not situate in Scotland; that is to say,-

Article 1.-The Work shall be registered in a Register to be kept at Our Office at Whitehall, London, S.W.

Article 2.-The application for a Certificate of Registration of the Work shall contain the following particulars, which shall be the prescribed particulars to be contained in the Register of Works under the Act

(a.) The description of the Work, and its name, if any.
(b.) The name of the Parish or Place, and of the County,
in which the Work is carried on.

(c.) The date when the Work was erected.

(d.) If the Work is closed, the date when it was closed.
(e.) The name and address of the owner, and of the lessee,
occupier, and other person carrying on the Work.

Article 3.-The application for a Certificate of Registration shall be addressed to Us, and shall be sent by post to or delivered at Our Office.

Article 4.-No Certificate of Registration will be issued by Us as regards any Work unless and until an application has been made to Us by the owner of the Work in the manner prescribed by Articles 2 and 3 of this Order, and We are satisfied that the conditions of registration required by subsection (5) of Section 9 of the Act have been complied with or dispensed with, and We are in receipt of the amount of the Stamp Duty chargeable upon the Certificate of Registration under sub-section (6) of Section 9 of the Act.

Article 5.-All Certificates of Registration shall be in the Form A. in the Schedule to this Order.

Article 6.-Where any change occurs in the Ownership of a Work, or in any other particulars stated in the Register, and written notice thereof is given to Us in accordance with the provisions of the Act, the Register and the Certificate shall
