Withnell Powder, consisting of the following mixture:

(1) That the explosive shall be used only when contained in a case of linen paper thoroughly waterproofed with a mixture of carnauba and paraffin waxes;

(2) That the explosive shall be used only with a detonator or electric detonator of not less strength than that known as No. 7 (i.e., the detonator or electric detonator to be used shall possess an effective detonative strength as great, as, or greater than, that of one containing 23 grains of a composition consisting in every 100 parts by weight of 80 parts of fulminate of mercury and 20 parts of chlorate of potassium);

(3) That the explosive has been made at the works of the Lancashire Explosives Company, Limited, at Withnell, in the county of Lancashire;

(4) That the explosive is in all respects similar to the sample submitted to test on the 12th day of May, 1905; and

(5) That in addition to the marking on the outer package required by an Order of the Secretary of State, made under the Explosives Act, 1875, and in force for the time being, such outer package shall bear the words "As defined in the List of Permitted Explosives"; and, further, that each inner package shall be clearly marked with the words "Permitted Explosive, to be used only with not less than No. 7 detonator," and also with the name of the explosive, the name of the manufacturer, the date and place of manufacture, and the nature and proportion of the ingredients.

SECOND SCHEDULE.

Permitted Igniter Fuze.

Bickford's Igniter Fuze, consisting of a tube of tinned iron or steel, closed at one end, and containing a mixture of chlorate of potassium and sugar pressed into a pellet not exceeding 100 milligrammes in weight, in close contact with a hermetically sealed glass capsule containing concentrated sulphuric acid; a length of specially prepared colliery fuze, as is hereinafter defined, being fitted into the open end of the tube; the said fuze being securely attached to the tube and the joint being cemented by a tape bearing the "Crown" and letter "P," as set forth in the Third Schedule hereto.

The said fuze shall consist of a core of gunpowder in weight not exceeding 6 grammes per metre, traversed by two threads and enclosed by:

(1) a layer of jute yarn;

(2) a layer of jute yarn laid in the contrary direction;

(3) a layer of tape;

(4) a layer of tape laid in the contrary direction;

(5) a layer of jute yarn secured by a suitable varnish.

(The three outer layers being specially treated with a fireproofing composition.)

Provided :

(1) That the igniter fuze has been made at the works of Messrs. Bickford, Smith, and Company, Limited, at Tuckingmill, in the county of Cornwall, or at their works at St. Helen's in the county of Lancashire;

(2) That the igniter fuze is in all respects similar to the sample submitted to test on the 28th day of September, 1906;

(3) That in addition to the marking on the outer package required by an Order of the Secretary of State, made under the Explosives Act, 1875, and in force for the time being, such outer package shall bear the words "As defined in the List of Permitted Explosives "; and, further, that each inner package shall be clearly marked with the words "Permitted Igniter Fuzes, and rate of burning in inches per second, also with the name of the manufacturer, and the date and place of manufacture.

(4) That the igniter fuze shall be fired only with the implement supplied by the manufacturer, and according to the instructions enclosed in each inner package.

THIRD SCHEDULE.

Each cartridge, in addition to any marking required in the First Schedule to this Order, shall also be marked with the outline of a Crown with the letter P in the centre, as shown below. In the case of compressed cartridges, which are not contained in a wrapper of paper or metal, the outline of the Crown must be indented on the end of the pellet.

Each igniter-fuze, in addition to any marking required in the Second Schedule to this Order, shall have the tape required to be used to cement the joint between the igniter and the safety fuze marked with the outline of the Crown with the letter P in the centre, as shown below.

In pursuance of section 5 of the Notice of Accidents Act, 1906, I hereby extend the provisions of the said Act requiring notice of accidents in mines and quarries to be given to an Inspector to the following classes of occurrences, whether per sonal injury or disablement is caused or not:

All cases of ignition of gas or dust below ground other than ignitions of gas in a safety lamp.

All cases of fire below ground.

ORDER IN COUNCIL CONFIRMING REGULATIONS FOR NAVAL SAVINGS BANKS ON BOARD HIS MAJESTY'S SHIPS, IN HIS MAJESTY'S DOCKYARDS, AND AT ROYAL MARINE DIVISIONS.

PRESENT,

The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 25th day of July, 1906, in the words following, viz.:

"Whereas by Orders in Council of Her late Majesty bearing date the 10th November 1866,* 2nd March 1881,† 10th March 1882 and 30th June 1890,§ the establishment was authorised under the Naval Savings Bank Act 1866 ' of Naval Savings Banks on board Your Majesty's Ships, at the Headquarters of the Royal Marine Divisions, and at such of Your Majesty's Naval Establishments on shore as we might think desirable, and sanction was given to the issue of such regulations for the proper management of the same as were from time to time found necessary.

"And whereas under the said Orders in Council the rates of interest were fixed at 33 per cent. simple interest per annum on all deposits in the banks established on board Your Majesty's

Ships, and at 2 per cent. compound per annum on every complete pound invested in the banks established at the Royal Marine Divisions and Naval Establishments on shore;

"And whereas we are of opinion that, in view of the reduced value of such deposits to Your Majesty's Government, it is no longer practicable to continue the payment of interest at the present rate on deposits in the Banks instituted on board Your Majesty's ships, and that such rate should therefore be assimilated to that authorised on deposits in the Banks instituted at the Royal Marine Divisions and Naval Establishments on shore;

"And whereas we have been advised that regulations made under Section 5 of the Naval Savings Bank Act 1866' should be authorised directly by Your Majesty's Order in Council, and covering sanction is therefore necessary to the regulations issued indirectly in accordance with the Orders in Council of Her late Majesty dated 2nd March 1881 and 10th March 1882 for the administration of the Banks at the Royal Marine Divisions and Your Majesty's Naval Establishments on shore; And whereas we consider it desirable in certain minor details further to revise the administration of the Naval Savings Banks on shore and on board Your Majesty's Ships;

"We beg leave humbly to recommend that in pursuance of the Act aforesaid Your Majesty may be graciously pleased by Your Order in Council to direct that the rate of interest payable on all deposits in new accounts opened in Banks instituted in any of Your Majesty's Ships that may be commissioned on or after the 1st January 1907 shall be fixed at £2 10s. Od. per cent. compound per annum on every complete pound invested, and that the regulations established under the Orders of Her late Majesty in Council dated 2nd March 1881, 10th March 1882 and 30th June 1890 may be cancelled and the regulations, copies of which are appended hereto, substituted for the same, and that this Order may have retrospective effect, as necessary to sanction the regulations issued from time to time for the management of the banks at the Royal Marine Divisions and at Your Majesty's Naval Establishments.

"The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals."

REGULATIONS for the Conduct of Naval Savings Banks on board H.M. Ships.

General Supervision.

1. The general supervision of the Bank will be vested in the Commanding Officer.

Manager of Bank.

2. The Paymaster will be regarded as the Manager of the Bank.
