Mr. HANLEY introduced the following bill; which was referred to the Committee on Post Office and Civil Service

A BILL

To amend title 39, United States Code, with respect to the organizational and financial matters of the United States Postal Service and Postal Rate Commission, and for other purposes.

SHORT TITLE

SECTION 1. This Act may be cited as the "Postal Re

5 organization Act Amendments of 1975".

BIENNIAL AUTHORIZATIONS FOR PUBLIC SERVICE

APPROPRIATION

SEC. 2. Section 2401 (b) of title 39, United States Code,

9 is amended to read as follows:

1 "(b) (1) As reimbursement to the Postal Service for 2 public service costs incurred by it, there is authorized to be 3 appropriated to the Postal Service each fiscal year an amount 4 not more than 20 percent of the total operating expenses 5 of the Postal Service for the immediately preceding fiscal 6 year. However, no appropriation shall be made to the 7 Postal Service under this subsection unless auth bi

8 ennially by legislation hereafter enacted by Congress.

"(2) Appropriations made under the authority of this 10 subsection shall not be expended or utilized in such a manner 11 as to effect a reduction in postal rates and fees for zone12 rated parcel post rates and catalogs of 16 ounces or over 13 as required to be established under sections 3621 and 3622 14 of this title.

“(3) The Postal Service, in requesting an amount to 16 be appropriated under this subsection, shall present to the 17 appropriate committees of the Congress a comprehensive 18 statement of its compliance with the public service cost 19 policy established under section 101 (b) of this title.".
