There is such a growing demand from all parts of the world for information regarding the work, scope, and character of the International Bureau of American Republics that it has been thought best to include in this issue of the BULLETIN a general sketch of the Bureau that gives sufficient data to answer the majority of inquiries. Even those who are more or less familiar not only with what the International Bureau has accomplished, but with what it has before it, may find in this résumé some facts in regard to the Bureau's importance, opportunity, and responsibility which they have not before appreciated.

LATIN AMERICA AT THE LAKE MOHONK CONFERENCE.

Perhaps the most striking feature of the Lake Mohonk Conference on International Arbitration, which met May 22-24, 1907, was the prominence given to Latin America. In none of the twelve annual preceding meetings has there been manifested such an interest in what Central and South American countries have done for the promotion of international arbitration. The addresses of Ambassador CREEL, of Mexico, and of Minister CALDERÓN, of Bolivia, were among the most notable, important, and significant that were delivered at the conference. They attracted wide attention throughout the United States, and were generally commented upon by the leading newspapers. Brief addresses by Hon. FRANCIS B. LOOMIS, former United States Minister to Venezuela and former Assistant Secretary of State of the United States, and by the Director of the International Bureau of the American Republics, took up various phases of Latin-American efforts at peace and progress. The BULLETIN prints in this issue extracts from some of the speeches delivered at Lake Mohonk.
