Class I.-Duty free export goods: Bullion, being gold and silver refined; coins, gold and silver, all kinds; plants, trees and shrubs, all kinds; samples, in reasonable quantity; travellers' baggage. Class II. All other native goods or productions not enumerated in Class I will pay an ad valorem duty of 5 per cent. The exportation of red ginseng is prohibited. RULES. 1. In the case of imported articles the ad valorem duties of this Tariff will be calculated on the actual cost of the goods at the place of production or fabrication, with the addition of freight, insurance, &c. In the case of export articles the ad valorem duties will be calculated on market value in Corea. 2. Duties may be paid in Mexican dollars or Japanese silver yen. 3. The above Tariff of import and export duties shall be converted, as soon as possible, and as far as may be deemed desirable, into specific rates by agreement between the competent authorities of the two countries.
