ment assembled, and by the authority of the same, as follows:

1.-(1.) His Majesty may make such appointments, establish such offices, make such Orders in Council, and do such things as appear to him to be necessary for carrying out the said Treaty, Conventions, Protocols and Declaration, and for giving effect to any of the provisions thereof.

(2.) Any Order in Council made under this Act may provide for the imposition, by summary process or otherwise, of penalties in respect of breach of the provisions thereof. and for conferring on Courts within His Majesty's Dominions jurisdiction in cases where under the Convention respecting Conditions of Residence and Business and Jurisdiction (3) such Courts are alone to have jurisdiction.

(3.) Every such Order in Council shall be laid before Parliament as soon as may be after it is made, and shall have effect as if enacted in this Act, but may be varied or revoked by a subsequent Order in Council, and shall not be deemed to be a Statutory Rule within the meaning of Section 1 of "The Rules Publication Act, 1893 "':

Provided that, if an Address is presented to His Majesty by either House of Parliament within the next twenty-one days on which that House has sat after any Order in Council made under this Act has been laid before it praying that the Order or any part thereof may be annulled, His Majesty in Council may annul the Order or such part thereof, and it shall thenceforth be void, but without prejudice to the validity of anything previously done thereunder.

(4.) Any expenses incurred in carrying out the said Treaty, Conventions, Protocols and Declaration shall be defrayed out of moneys provided by Parliament.

2. This Act may be cited as "The Treaty of Peace (Turkey) Act, 1924.

WHEREAS it is among other things provided by "The Copyright Act, 1911,"(2) that His Majesty may, by Order in Council, extend the said Act to any territories under his protection, and that on the making of any such Order, the said Act shall, subject to the provisions of the Order, have effect as if the territories to which it applies were part of His Majesty's Dominions to which the said Act extends;

And whereas by treaty, capitulation, grant, grant, usage, sufferance and other lawful means His Majesty has power and jurisdiction within the Tanganyika Territory:

Now, therefore, His Majesty, by and with the advice of his Privy Council, and by virtue and in exercise of the powers in this behalf by "The Copyright Act, 1911," or otherwise in His Majesty vested, is pleased to order, and it is hereby ordered, as follows:

1. "The Copyright Act, 1911," shall extend to the Tanganyika Territory subject to the following modification:In the application to existing works of the provisions of Sections 19 (7), 19 (8) and 24 of The Copyright Act, 1911," the date upon which the said Act shall come into operation in

the Tanganyika Territory shall be substituted for the commencement of the Act wherever that expression occurs, and for the 26th day of July, 1910, in Section 24 (1) (b).

BRITISH ORDER IN COUNCIL relating to the Survey of and Grant of Certificates for Passenger Steamers in the Commonwealth of Australia.-Windsor, April 16, 1924.(1)

At the Court at Windsor Castle, the 16th day of April, 1924. THE KING'S MOST EXCELLENT MAJESTY IN COUNCIL.

PRESENT:

WHEREAS by Section 284 of "The Merchant Shipping Act, 1894 "(2) (57 & 58 Vict., c. 60), it is provided that, where the Legislature of any British Possession provides for the survey of, and grant of certificates for, passenger steamers, and the Board of Trade report to His Majesty the King that they are satisfied that the certificates are to the like effect, and are granted after a like survey, and in such manner as to be equally efficient with the certificates granted for the same purpose in the United Kingdom under that Act, His Majesty, by Order in Council, may

(1.) Declare that the certificates granted in the said British Possession shall be of the same force as if granted under that Act; and

(2.) Declare that all or any of the provisions of Part III of that Act which relate to passenger steamers' certificates shall, either without modification or with such modifications as to His Majesty may seem necessary apply to the certificates granted in the said British Possession; and

(3.) Impose such conditions and make such regulations with respect to the certificates, and to the use, delivery, and cancellation thereof, as to His Majesty may seem fit, and impose fines not exceeding £50 for the breach of those conditions and regulations.

And whereas it has been made to appear to His Majesty that the Legislature of the Commonwealth of Australia has provided for the survey of and grant of certificates for passenger steamers;

And whereas the Board of Trade have reported to His Majesty that they are satisfied that such certificates are, as "London Gazette," April 18, 1924. (2) Vol. LXXXVI, page 633.

regards foreign-going passenger steamers, to the like effect, and are granted after a like survey, and in such manner as to be equally efficient with the certificates granted for the same purpose in the United Kingdom under the said Act:

Now, therefore, His Majesty, by virtue of the powers vested in him by the said Act, by and with the advice of his Privy Council, is pleased to declare as follows:

1. The certificates granted in the Commonwealth of Australia under the said provision made by the Legislature of the said Commonwealth for foreign-going passenger steamers shall be of the same force as if they had been granted for the like purpose in the United Kingdom under "The Merchant Shipping Act, 1894."

2. All the provisions of the third part of the said Act which relate to passenger steamers' certificates shall, without modification, apply to the certificates for foreign-going passenger steamers granted in the said Commonwealth.

3. The Order in Council dated the 14th February, 1883, applying to South Australia; the Order in Council dated the 23rd November, 1893, applying to New South Wales; the Order in Council dated the 8th March, 1895, (3) applying to Victoria; the Order in Council dated the 8th March, 1895, (*) applying to Queensland; and the Order in Council dated the 21st November, 1895, (5) applying to Tasmania are hereby revoked.

4. This Order may be cited as "The Merchant Shipping Passenger Steamers (Commonwealth of Australia) Order,

BRITISH ORDER IN COUNCIL altering the Scale of Light Dues leviable under the Second Schedule to The Merchant Shipping (Mercantile Marine Fund) Act, 1898.” -Windsor, April 16, 1924. (')

WHEREAS by Section 5 of "The Merchant Shipping (Mercantile Marine Fund) Act, 1898 "(2) (hereinafter referred to "the said section "), it is, amongst other things, enacted, as follows:

(1) "London Gazette," April 18, 1924. (2) Vol. XC, page 194.

"5.-(1.) On and after the commencement of this Act, the general lighthouse authorities shall levy light dues with respect to the voyages made by ships or by way of periodical payment, and not with respect to the lights which a ship passes or from which it derives benefit, and the dues so levied shall take the place of the dues now levied by those authorities.

"(2.) The scales and rules set out in the Second Schedule to this Act shall have effect for the purpose of the levying of light dues in pursuance of this Act, but Her Majesty may, by Order in Council, alter, either generally or with respect to particular classes of cases, the scale or rules and the exemptions therefrom ";

And whereas from time to time divers Orders in Council have been made in pursuance of the said section;

And whereas it has been made to appear to His Majesty that the scale and rules set out in the Second Schedule to the said-recited Act should be further altered in manner hereinafter appearing:

Now, therefore, His Majesty, in exercise of the powers conferred upon him by the said section, and by and with the advice of his Privy Council, doth order, and it is hereby ordered, as follows:

1. This Order may be cited as "The Merchant Shipping (Light Dues) Order, 1924," and shall have effect from the 1st day of October, 1923.

2. Each of the dues authorised to be levied in accordance with the scale set out in the Second Schedule to the saidrecited Act shall be subject to a reduction of 20 per cent. for the purpose of the levying of light dues in pursuance of the said-recited Act.
