THE STATE BOARD OF CHARITIES AND CORRECTIONS

Number of members eight, two of whom must be women, and not more than four from the same political party.

Appointed by the Governor with the consent of the Senate.

Tenure, four years.

Unsalaried, compensation allowed for expenses incurred in the discharge of official duties.

Vacancies filled by the Governor ad interim between Senate sessions; otherwise in manner of original appointments.

Members removable by the Governor for cause after public hearing.

All members must be residents of Kentucky, and not less than thirty years of age.

The Board is to be provided with a suite of offices at the Capitol Building.

Meet monthly, select own chairman annually, and record all proceedings.

Select a "Commissioner of Public Institutions" who is to be the Board's executive officer.

Appoint institutional superintendents, adopt rules and regulations for institutional management, but permit the superintendent a free hand in institutional affairs, holding him strictly accountable for all the details of management. Provide a non-partisan control of institutions.

License private organizations soliciting funds within the state.

Supervise all organizations supported from public funds.

The principles underlying the Kentucky organization are excellent. The system is relatively undeveloped, and the work is almost exclusively confined to management of state institutions. It is not related to local governmental agencies; and touches private agencies only in certain matters of financial supervision. A gradual extension of functions beyond institutional spheres would doubtless be a healthy sign of development in Kentucky. The plan seems excellently adapted to a state where the political situation is relatively unstable.
