WHEREAS in pursuance of the powers conferred upon him by The Treaty of Peace Act, 1919," "The Treaties of Peace (Austria and Bulgaria) Act, 1920," and "The Treaty of Peace (Hungary) Act, 1921," His Majesty in Council was pleased to make The Treaty of Peace Order, 1919, "(2) The Treaty of Peace (Austria) Order, 1920,"(3) The Treaty of Peace (Bulgaria) Order, 1920,"(4) and "The Treaty of Peace (Hungary) Order, 1921,"(s) and various Orders amending the aforesaid Orders;

And whereas it is expedient that the aforesaid Orders as amended should be further amended in manner hereinafter appearing:

Now, therefore, His Majesty, by and with the advice of his Privy Council, is pleased to order, and it is hereby ordered, as follows:

1. The Orders made under the said Acts shall have effect as if the words "and, without prejudice to any other method of enforcement, any award of the Mixed Arbitral Tribunal may by leave of the High Court or a Judge thereof, or in Scotland of the Court of Session, be enforced in the same manner as a judgment or Order to the same effect" were inserted at the end

(a.) Of Article 1 (xiv) of "The Treaty of Peace Order, 1919, as amended;

(b.) Of Article 1 (xxi) of "The Treaty of Peace (Austria) Order, 1920," as amended;

(c.) Of Article 1 (xiv) of "The Treaty of Peace (Bulgaria) Order, 1920," as amended; and

(d.) Of Article 1 (xxi) of "The Treaty of Peace (Hungary) Order, 1921," as amended.

2. This Order may be cited as The Treaties of Peace Orders (Amendment) (No. 2) Order, 1923," and shall be included amongst the Orders which may be cited as "The

BRITISH ORDER

ORDER IN COUNCIL providing for the Government of the Ross Dependency.-London, July 30, 1923.(1)

At the Court at Buckingham Palace, the 30th day of

WHEREAS by "The British Settlements Act, 1887,''(2) it is, amongst other things, enacted that it shall be lawful for His Majesty in Council from time to time to establish all such laws and institutions and constitute such Courts and officers as may appear to His Majesty in Council to be necessary for the peace, order and good government of His Majesty's subjects and others within any British settlement;

And whereas the coasts of the Ross Sea, with the islands and territories adjacent thereto, between the 160th degree of East Longitude and the 150th degree of West Longitude, which are situated south of the 60th degree of South Latitude, are a British settlement within the meaning of the said Act;

And whereas it is expedient that provision should be made for the government thereof:

Now, therefore, His Majesty, by virtue and in exercise of the powers by the said Act, or otherwise in His Majesty vested, is pleased, by and with the advice of his Privy Council, to order, and it is hereby ordered, as follows:

1. From and after the publication of this Order in the "Government Gazette of the Dominion of New Zealand ''(3) that part of His Majesty's Dominions in the Antarctic Seas, which comprises all the islands and territories between the 160th degree of East Longitude and the 150th degree of

West Longitude which are situated south of the 60th degree of South Latitude shall be named the Ross Dependency.

2. From and after such publication as aforesaid the Governor-General and Commander-in-Chief of the Dominion of New Zealand for the time being (hereinafter called "the Governor') shall be the Governor of the Ross Dependency; and all the powers and authorities which by this Order are given and granted to the Governor for the time being of the Ross Dependency are hereby vested in him.

3. In the event of the death or incapacity of the said Governor-General and Commander-in-Chief of the Dominion of New Zealand, or in the event of his absence from the said Dominion, the officer for the time being administering the government of the Dominion shall be Governor for the time being of the Ross Dependency.

4. The said Governor is further authorised and empowered to make all such rules and regulations as may lawfully be made by His Majesty's authority for the peace, order and good government of the said Dependency, subject, nevertheless, to any instructions which he may from time to time receive from His Majesty or through a Secretary of State.

5. The Governor is authorised to make and execute, on His Majesty's behalf, grants and dispositions of any lands which may lawfully be granted or disposed of by His Majesty within the said Dependency, in conformity with such rules and regulations as may from time to time be in force in the Dependency.

ORDER IN COUNCIL providing for the Annexation to the British Dominions of the Territories known as Southern Rhodesia.-London, July 30, 1923.(1)

PRESENT THE KING'S MOST EXCELLENT MAJESTY IN COUNCIL.

WHEREAS the territories in South Africa situate within the limits of The Southern Rhodesia Order in Council, 1898,'(2) and known as Southern Rhodesia are under the protection of His Majesty the King;

And whereas British subjects have settled in large

numbers in the said territories, and it is expedient, with a view to the further development and more convenient administration of the said territories, that they should be annexed to and should henceforth form part of His Majesty's Dominions :

Now, therefore, His Majesty is pleased, by and with the advice of his Privy Council, to order, and it is hereby ordered, as follows::

1. This Order may be cited as 'The Southern Rhodesia (Annexation) Order in Council, 1923."

2. Until further provision shall be made in respect thereof, the limits of this Order are the parts of South Africa bounded by the Portuguese Possessions, by the Union of South Africa to a point opposite the mouth of the River Shashi, by the River Shashi to its junction with the Tati and Ramaquaban Rivers, thence by the Ramaquaban River to its source, thence by the watershed of the Rivers Shashi and Ramaquaban until such watershed strikes the Hunters' Road (called the Pandamatenka Road), thence by that road to the River Zambesi, and by that river to the Portuguese boundary. The said limits include an area of 10 miles radius round Fort Tuli, but exclude the area of the district known as the Tati district as defined by the Charter of the 29th day of October, 1889, incorporating the British South Africa Company.

3. From and after the coming into operation of this Order the said territories shall be annexed to and form part of His Majesty's Dominions, and shall be known as the Colony of Southern Rhodesia (hereinafter called "the Colony ".)

4. Nothing in this Order shall affect the validity of any Order in Council affecting the said territories, or of any Ordinance, Proclamation or Regulations passed or issued under any such Order, or of any act or thing done under any such Order, Ordinance, Proclamation or Regulations, save in so far as any provision of any such Order, Ordinance, Proclamation or Regulations may be repugnant to the provisions of any Act of Parliament which may, by reason of the annexation hereby declared, become extended to the Colony or to any Order or Regulation made under the authority of any such Act or having in the Colony the force and effect of any such Act.

5. This Order shall be published forthwith in the "Official Gazette of Southern Rhodesia," and shall commence and come into operation on a day to be fixed by the High Commissioner by proclamation in the said "Gazette, and the High Commissioner shall give directions for the further publication of this Order at such places and in such manner and for such time or times as he thinks proper for giving publicity thereto within the Colony.

6. His Majesty may from time to time revoke, alter, add to, or amend this Order.

And the Most Noble the Duke of Devonshire, K.G., G.C.M.G., G.C.V.O., one of His Majesty's Principal Secretaries of State, is to give the necessary directions herein accordingly.

BRITISH ORDER IN COUNCIL providing for the application of The Extradition Acts, 1870 to 1906," in regard to Austria, Belgium, France, Hungary, Monaco, the Netherlands, Norway, Portugal, Siam, Spain, Sweden, Tunis and Uruguay in accordance with existing Treaties as supplemented by the Convention for the Suppression of the White Slave Traffic of May 4, 1910.-London, July 30, 1923.(1)

WHEREAS by The Extradition Acts, 1870 (33 & 34 Vict., c. 52) to 1906" (6 Edw. VII, c. 15),(2) it was, amongst other things, enacted that, where an arrangement has been made with any foreign State, with respect to the surrender to such State of any fugitive criminals, His Majesty may, by Order in Council, direct that the said Acts shall apply in the case of such foreign State; and that His Majesty may, by the same or any subsequent Order, limit the operation of the Order, and restrict the same to fugitive criminals who are in or suspected of being in the part of His Majesty's Dominions. specified in the Order, and render the operation thereof subject to such conditions, exceptions and qualifications as may be deemed expedient;

And whereas treaty arrangements exist between His Majesty and the Powers and States set forth in the accompanying Schedule for the mutual extradition of fugitive criminals which have been duly put in force by Order in Council;
