1. All references to the Postal Laws and Regulations in this Guide relate to
the edition of 1913.

2. Any postmaster who does not receive the large Guide in July, or the eleven
small supplements issued the remaining months of the year, should notify the Chief
Clerk, Post Office Department. There is no separate supplement issued in July.
